Bellefonte’s meters have been in operation for nearly a year, and in an effort to arrive at some conclusion we asked Borough Manager Philip Baylor for some help. Phil. dived into a filing cabinet and came up with a sheaf of letters “Read these.” he said, “and draw your own conclusions.” Whereupon this writer embarked upon a most pleasant literary cruise through the letters written to Bor- ough officials by persons who have been tagged here for violations of the meter laws.
