Republican opposition promises to make the passage of an apportionment bill doubtful. An unexpected agree ment with the House as to 3 per cent, interest on future bonds assures the early passage of a funding bill, and the admirable shape in which the House j Appropriation Committee reports its j bills renders the failure of any of them j at this session almost impossible. Fail j ing to make headway against Demo- ! cratic policy on these two important points, our Republican friends are at- j tempting to organize an opposition to ; the apportionment. The rank and file , demand one victory at this session, and 1 leaders like Frye and Hawley appear to be unable to control them. At the can- ' cus of Republican Representatives last week, no plan of action was agreed upon and no apportionment bill suggest ed which would receive support. The determination was expressed to fight whatever bill the Democrats supported. Failing in these matters of importance, they would make a stand against ap portionment. "I can't lick you." said one boy to another, "but I'll make faces at your sister." Mr. Frye reminded these obstructionists at the caucus that the party could not afford to take such a course, and that they would inflict a loss of millions on the States by com pelling extra sessions of legislatures uoless the apportionment bill was pass ed at once. Mr. Cox will demand im mediate action on the hill, and Repub licans who oppose action will go on the record as wanton obstructionists. As noted above there is now thought to he no doubt of the passage of every appropriation and of the funding bill. The very large sums added by the •Senate to the legislative, executive and judicial bill will not prevent agreement upon it. They are for objects approv ed by nearly every one. The first tariff debate of the session occurred in the House last week. Mr. llurd, of Ohio, speaking for absolute free trade, Mr. Kelley for unlimited protection, and Mr. Felton, of Georgia, taking ground it will be impossible to understand until his speech is in print —even if it shall he comprehended then. He endeavored, apparently, to describe himself as a free-trader and a protectionist, and as neither. There is little doubt now thnt the fuoding bill will become a law. The pressure upon Mr. Hayes to veto the bill has been somewhat exaggerated. Mr. Hayes has received a number of letters from bankers expressing consid erable doubt al>out the possibility of floating the three per cents at par, but he has also been assured by other bank ers that there is no doubt about the success of the losn. There is more talk about passing a bill to relieve the banks of the tax on bank circulation, and if this should be done there would be, it is claimed, no further opposition from the banks to the bill. It is ascertained that the treasury department will take immediate step* to place the loan be fore the people. Some progress has already been made in the way of pre paring for the issue of the bonds, and although the greater portion of the work has been necessarily left undone until tbe particular form and atyle of the new securities should be settled upon, still much has been accomplished, and the department will soon be in a position to announce tbe new loan. *" v criticisms bare been passed on ary Sherman's known preference nd at a slightly higher rate, and sn said in the Senate thai the baa always been leaa aanguina k. thnn he should have been as regards th borrowing power of the government. That the exact contrary of this is true is well known to those who have follow ed closely our financial history in the past four years. It will not be forgotten that in 1877 Secretary Sherman stood almost alone in the belief that we could sell 4 percent, bonds, and that his wis dom in withdrawing the 4j per cents | from tho market was amply vindicated by tho enormous success of tho 4 per cent. loan. As little is known here to day con cerning the next Cabinet as was known u month ago. There are stories, not re lied upon, however, that Senator Conk ling insists that Senator Blaine ought not to tie made Secretary of State, and that, for that, or other reasons, the ap pointment will not be made. General Joseph K. Johnston's name has been mentioned, as it WHS four years ago, for a position in the Cabinet, but the story cannot bo traced to any responsible an tlior. So is Senator lngalls, of Kansas, but the same may be said of tbe uu thority for this rumor. DON. From the New York Olwervar. INTERNATIONAL LESSONS. HI I.M' I. P. g'H.tta, t> 0. Fkiikl'aky 27. Lftton t): Christ Houling tho Sick. I.i it J ; 12—26 OoiMts TUT •• The |*wer of the Lord a pre*, flit to heal thrill."—Luke 17. Central Truth : Jesus proved his pow er to ileal with sin and its effects. The effect of tho preaching of Jesus in the synagogue at Nazareth was lo stir up the jealous fury of the Jews, who " were filled with wrath," because they were disappointed in his declining to perform any wondrous works for their benefit, and justified his refusal ly a reference to what the prophets Elijah and Elisha had done in their day for the benefit of the Gentiles. 1 Nothing ever so aroused the spite of prejudice of the Jews as any intimation that iheOeiitiles were to have any share in die blessings of Messiah's kingdom. They hini an intense hatred of out aiders, arrogating to themselves the title of " the chosen people," and claim ing that all the blessings of the cove nant belonged exclusively to them as the children of Abraham, So. on this occasion, the people rose up against him, and endeavored lo drag him to the brow of the hill, that they might ca-t hint down headlong, but he availed them and escaped out of their hands. This whole transaction strikingly illus trated the fact that " he came unto Ins own. and his own received him not." After this incident occur the miracles narrateil in the lesson,—the healing of the leper and the paralytic. The exact chronology here is uncertain, but prob ably the date was about the early sum mer A. I). 28. These two miracles are recorded by the three Evangelists, Matthew, Mark and Luke, and are quite important in their teaching. The first case was lhat of a man utllicted with that disease so common in the East—yet so loathsome and terrible—the leprosy. It was a dis ease which was sup|o**d lo lx a direct and special divine visitation, attended with the most revolting symptoms, and of an incuratde character. A detailed account would he too revolting for our pages. The Talmud s,ys that the leper was counted as one dead. The disease was hereditary lo the fouith generation. The leper ws forbidden to reside in a walled town, or to associate with others and was an object of dread and abhor rence to his fellow men. The descrip lion of Si. Luke, of this esse, is "a man j full of lepmy,'' and it signifies that the disease was of the most virulent kind, probably that known a the " white leprosy," which most prevailed among the Hebrews, and is describe'! in Levit icus 13. Jesus, at the earnest request of this afllicted man, consented lo heal him by his miraculous power. The man esi dently believed that he could relies e him if he would, and he expressed hi* faith in his willingness as well as in his ability. He called him " Lord," which was an evidence of Ins faith, which Je sus recognized and rewarded by the touch of his healing hand. The lame of this cure, which was perhaps the first instance of the kind which Jesus had pel formed, at once spread through all the country and ex cited the greatest interest among Hie people, so that they came in great crowds to hear Jesus preach and to re ceive healing at his hands. So lie withdrew himself, as was often his custom, into less frequented neigh borhoods, and spent much time in prayer. But he was soon found by a party of persons, who brought to him a friend who was suffering from a stroke of par slysis, confined to his tied and helpless, for whom they asked hi* aid. Their earnest faith, and the pains they took to bring their suffering friend into the very presence of the Lord, impressed Jesus, who at once assured them that not only bodily maladies, but spiritual disorders also, could be healed through faith ; that not only palsied liml>s, but a sinful soul, could be restored lo health and purity by him. To prove this, he at once spoke the word of physical healing, and restored the paralytic to health. He thus rebuked those who said that be was usurping divine pre rogatives, and vindicated hi* right and power lo heal bodily maladies. Hi* success astonished ail, and led them to ascribe the glory of Christ's wonderful works to divine power and authority, and they glorified God and were filled with admiration, saying : " We have seen strange things to day."
