It was n rather belated response of the better outlook for an enrly settlement of the railroad shepmen's strike, mere especially ns the market community at no time treated the rail strlke threat very seriously. Trading was a little larscr In volume nnd showed a broaden ing tendency, yet nevertheless conspicu ously lacked the snap heretofore attend ing the constructive movement. While the imnrerement In the rnll I division was general, the leadership ccnticd in the cotton carriers. Atlantic uusi I'inc una j-iuuifcvme una nusn vllle were the most prominent of that particular group, and the strength here was net dne se much te the better labor situation as it wis te talk of a juicy melon cutting by the Louisville and Nashville, the bigger slice, of course, by reason of the controlling interest, gein? te the Atlantic Coast Line. Howeer, all the high-grade rail shares were strong, while the mere speculative issues occupied a secondary position. There may have been some Influx in the outside demand, but the market as a whole still retained an unmistaka ble professional coloring. In a large measure, therefore, much of the mora ine improvement could safely be as cribed te the covering of the short in terest, net only in the industrials, but in the railroads ns well. In the oils there was the same con flicting movement. Further pronounced strength of the domestic stocks, with Standard Oil of New Jersey gaining ever 5 points, was offset by renewed wcekness of the Mexican issues. Con stant pressure caused Mexican Pete te drop Gi peint3, with losses of ever 2 points In the Pan-American Issues. The coppers, en the ether hand, strength ened en the mere favorable reports from the red metal industry, but the group ns a whole did net make much headway. The Independent steel shares were han dicapped te some extent by the weak nps of Neva Scotia Steel. It also repreients a reeoTery-ef 11 points from the low quotation of last year. There waa an aetlre 'demand for the stock from the outset, which con tinned during the morning marked by the unusual spectacle of a progressive raising of the bids as the price steadily mounted Inte new high ground. With -all existing differences Ironed out between the management and the dissatisfied empleyes there Is a grew ing impression that the restoration of the 6 per cent dWidcad may be made earlier than expected. This thought, however, Is being vigorously and, frankly discouraged by banking Interests In close touch with the management. Ac cording te their statements the beard would be very reluctant In making any change tn the dividend policy until there bad been a material Increase In the gross revenues. It' is admitted, however, an early settlement of th celae strike might cause some alteration In the attitude. especially if the general traffic apart from the coal tonnage continues en the same improving scale as recorded dur ing the last three months. A resumption of the coal tennase. of course, would, produce a marked in crease In the gross revenue, because a free movement of fuel would hava a corresponding stimulating influence upon industrial operations, along the entire Fennsy system. These same interests still firmly believe the well known con servatism of the beard would lead them te defer any change In the dividend policy until the future was well as sured. Therefore It would seem te be encouraging false hope te leek for the restoration 01 tne e per cent rate until the final euartcr of the current vear. . Trading otherwise in the local stocks continued sluggish and unlnterestinc. but the tone was strong and prices where changes were made ruled higher: Confirming the narrowness of the cur rent market, American Railways com mon regained lVi points et the decline sustained in the preceding sessions, reaching 12.
