The cost of the maintenance of vagrants this year in slightly in excess of any previous year; amounting in 1880 to $3 894 66, against $3,736.22 In 18:9, being $109,44 of an increase. The manufacturing operations during the year prodn ced as follows: 11 389 yards carpet for sale; 10,871 1 1 yards do for customers; 7,838 yards bagging, and 10,889 yards apron check; 409 pair boots, Shoes and slippers; 195 dozen grain bags; 1,819 willow and oak basket,; 640 fish nets; 88 fly nets; 187,019 Spanish and half- Spanish cigars, ho. There are manufactured goods on hand to the amount of $3,800 99, consisting among other articles of 3,140 yards carpet ; '765 grain bags; 292 fish nets 71 fly nets; 921 willow and oak baskets of various sizes ; 98 pair of boots and shoes, and 120,649 Cuba, sixes and half spanish cigars. The profits of the labor of the prisoners. for the past year was $3.868 65, as shown by the statement of gain and loss, which is slightly above the average of the pre vious floe years. In their last annual report, the Inspectors, in remark ing upon the evils and cost of vagrancy, observed that "no remedy for the abatement of this growing and in tolerable nuisance has as yet been provided;" " that the number of that class of inmates had reached 640, who were fed at the annual cost of 0,785.22." "And the efficient remedy for the removal or diminution of the evil was a problem which the _Board was unable to solve," but suggesting as the only feasible modes of mit igating the evil, In their opinion, was, either, by an en largement of the Prison to afford facilities for working them, or by legislative action. The suggestion for an enlargement of the Prison meeting with no favor from the County Jommissioners, the only alternate left was to make the attempt to obtain legislation 'which was accordingly done by the Joint petition of the County Commissioners and Prison Inspectors to the Legislature, setting forth, •• That, whereas, the laws of this Commonwealth rel." ative to the commitment and punishment of vagrants, "in their operation and admirdstnstionon in the City '• and County of Lancaster, have become a grievous bur den to the tax-payers of said county. " 1858, 998, " 1,8'79 98 " " " 1859, 640, " 3,735 22 "The fees paid to the Mayor, and Constables, and Aldermen of Lancaster city, for services in vagrant cases alone in 18 5 5, was $1,260.95; in 1E456, $ 7 96 07; and in 1359, $1,346.80. The cost to the county in 1869 being the enormous aggregate of $5,092.02, exclusive of Jueti. cos' and Coustabies' fees outside of Lancaster city. "The onerous tax of vagranCy is augmenting in an alarming ratio, and in the opinion Of your petitioners require legislative action for its abatement, 613 the bodies they represent are possessed of no power adequate to prevent its increase or in any manner to diminish its amount. They believe the canoe of the great increase in the commitments of vagrants, in in a large measure attributable to the liberal fees allowed committing magistrates and constables for their services in such cases—the former receiving in the city of Lancaster 68% cents, and the latter 87 cents in each case. The'reducing of the fees of the Mayor and A.tdermen of Lancaster city, and of Justices, of the Peace in the county, and of the constables in the city and county, and compelling the city and each borough and township to pay.and bear_the expenses of maintenance and the coat of com cuit'ing vagrants to be the only practicable remedy of the evil of which they co- plain, which your petitioners are prepared to Uropose. " They therefore pray your Honorable bodies to enact a law for Lancaster county, embodying the foregoing suggestions." That hereafter all tees to be received by any mayor, alderman, or Justice of the peace in said county, in any vagrant case where the alleged vagrant is die. charged, shall be fifteen cents, and where he is commit ted to the county prison, twenty cents. That hereafter all fees to be received by any constable in the said county, in any vagrant case shall be as follows: For arresting the alleged vagrant and bringing him before the justice, fifteen cents—eonvey tug to jail, twenty-five cents, with the mileage hereto: fore allowed by law. • •" Sam 4. That that part of Section 6th of the Act of March 31st, 1858, which provides that vagrants commit ted to the Lancaster County Prison,' shall be fed, cloth. ed, and treated as convicts in said prison are directed to be fed, clothed, and treated; be and the same is here by repealed " On the iOth of January, 1860, the Commissioners and a committee of the Inspectors proceeded to Harrieborg: for the purpose of explaining and urging the passage of the above bill, which, on the 19th of January, was in•: troduced in the Senate by Gen. Sheaffer. 'The engraving of Frith's picture of Merry-Making in the Olden Time, represents the humors of an English holi day in the county in those good old times when the men wore cocked-hate and knee-breeches, and the women stays and hoope—h costume not einetitiatly differing from the corset and crinoline of the present day. Almost in the centre of the picture and a little to the back-ground• is a country dance on the green, with- a hard-featured fiddler perched on a high seat, and another musician In a tie-wig standing by him, playing with. all their might.
