He should have the cash value of his ser vice. Governer Ileyt is ngoed lawyer nnd a clew-headed man, and his opinion gives much weight te the conclusion his com mittee has reached ; but It must be mani fest te him that the association for con stitutional defense, te which he be longs, is deprived et a great part et its opportunity te execute its aim, if the railroads chartered under tbe old constitution are beyond tbe control et the new. And -it seems as though in considering the question, the lia bility under which they have fallen, by accepting the benefits of new leg islation, has net been duly weighed ; nor has the growing disposition te treat charters as privileges revocable by the state for abuse, been Justly appreciated.
