Mr. llerger, of the com cem nlttee, explained te the select council ' that the lowest bidders had net bid for the kind of appliances that the committee Lad asked for ; which was a very geed ' reason why they did net get the .Awards ; but Innocent Mr. Riddle thought that the newspapers must have had some ground for abusing the water committee 'about these awards, and he proposed te condemn it.en general prlnciples.fer buy ing things when they were be near the end of their term of elllce. Hut the coun cil would net adept his resolution ; though he had better luck with another ' which he fired at the water committee, condemning them for " reducing the schedule of water rates as established by ordinance, for the Bpecial benefit of a few manufacturing establishments, ns against the great majority of consumers ;" the objection being that they transcended their powers as a committee in se doing. A llke resolution was adopted by the common council. It was a resolution that was wholly unwarranted. The matter was strictly within the authority of the water com mittee, and its discretion was judiciously exercised. Exoneration from water rates has always been within its duty ; and if councils xlid net desire It te exercise it, it was always within its power te say se; as it was in Its pew( r te revoke the exonerations and te change the water rates as it pleased. Manifestly the water commit tee should have the confidence of coun cils sufficiently te inable it te confide te It the fixing of the water rates and exon erations therefrem. It sits te hear the ? parties In Interest nnd decides upon the evidence it listens te. It obtains n knowledge of the subject which councils cannot have, and can exercise an Intelli gent in action, which it would be hope less te expect from councils. Fer there is Mr. Riddle, a vender of school books, who doubtless thinks he is Intelligent, who eerUlnly is net se upon this water question, clse he would net have thought of censuring the water commtttce for making water cheap te manufactories in a town which desires te make itself se invi'ing te them that they will desire te settle down in It ; whereby population may be increased, houses be built and occupied, nnd water rents in crease in number. This whele matter was fully discured a few weeks age before a full meeting of the water commlttee, upon whom it was urged by representatives of the manu facturers that no mere than the pumpage cost should be charged against lnrge manufactories of the class that the city needs te increnss its population nnd prosperity ; nnd nbeut the policy of cheap water te such establishments therecan be no doubt among scnsible men. It pays the citizens well te makesuch concession', ler their is a 11 jure beyond which manu facturers will net go for their water, and It is a low one, because water runs freely in the rivers by the slde of which they may sit down. In our opinion the water commlttee baa deserved well of councils, and has earned its thanks for the intelligent care which It has taken of the real inter ests of the city, net only in this water matter, but in the awards which it has made for matei ills, selecting the best nnd paying no mere than n fair price for them.
