It does net seem probable there trill be any tariff debate, though Mr. Ran dall and his friends are quite ready te offer and support the comprehensive bill they have prepared if Mr. Morrison and bis friends will accept it. According te the accounts of this incisure which have been printed it revises the tariff pretty considerably, smoeths out a geed many wrinkles, protects the administration of the tariff system from present frauds and evasions, and includes substantially the ITewltt bill for reform of administra tien. A bill which graduates the present duties en manufactured lumber ,puts rough timber en the free list, also bristles and jute butts ; makes a straight specific duty of ten cents a pound en wool, classes wors teds with woolens, reduces the salt duty one half, steel rails $1 per ten, horseshoe and wrought nails 40 per cent., structural building iron 25 percent., and ether classes of iron manufacture from 10 te 40 cents can hardly be said te be no tariff revision. The difference between the Haudall bill and the Morrison bill seems te be one of quantity, chiefly in the tax en wool. This is net a suDlclent issue te divide the Democratic party into two hostile camps. It is neither as intense n difference nor as essential an issue as that of the silver question ; and we have get ever or around that without disintegra tion. Heuse of Iterugc Cases. Alleged incorrigibility in a boy or girl of ten or twelve is mostly a sign of parental deficiencies, which are net te be supplied by committal te the Heuse of Refuge. At least a fair number of these who are sent te this Institution would be proper subjects for admission te the Children's Heme. We de net want te see that well-managed institution be made a Betany Ray for young criminals ; but the geed women who direct it will cheerfully give a fair trial te children of tender years whose unnatural parents or indifferent relatives seek te get rid of them by shut ting them up in a penal institution. The most marvelleus development, of late years, Is undoubtedly the oils ami nobody cm tell where It will next be letind. I was out In Washington county the ether day where thorn has been a recent develop ment and the whole face of the country has been changed lu cnnsiiptence. The old sheep pastures are covered w ith derricks and the flre digs Uip away there in the night breezes rrem the gas pipes. Tliey only ued te have natural gas down tint way aud made agoed deal out of IU Hut after aw hlle the people or the town thought thoewners of the single well were ever-charging them and concluded te bore another. They struck oil sometime about the holidays and almost as seen as the news get out hundreds or oil men, speculators, diggers and riggers, oil smellers and oil sellers poured in there lu a crowd from all parts of the state. Theso oil men are n race el their own, alert, progressive, aggressive, generous, daring, reckless aud prodigal. 1 meet them one year at Oil City, next at llrad llrad ferd, thou at Kane and new at Washington. They vvoke up the peeple of that conservative, staid old I'resbyleriau cenuuuulty ; but they did net exclte them icry much. The trueua trueua tlveWashlngteniau never gets oil his base. They kept right en going te church ; they didn't open bars, build stock exchanges, be gin te gamble and uv up all night. Thore hasn't been any llcense te sell liquor granted In Washington county rer about fllteen years ; and the advent of three or four hundred stratigers made no dlller ence. Judge Hart has, I believe, granted a license te sell it by the quart, and there Is a heap of excitement ever it 1 met a distiller from Monengahola who makes very ceed whisky and of course has all the w hile had the right te sell by the gallon, under the Internal revenue aud mer cantile tax law. It seemed te an outsider that the reduction of the attainable drink from a gallon te a quart was a reform, but the Temperance peeple de net se re gard IU A drummer told me that a little sawed-ell' nigger man, who blacks your beets and brings you a slim towel at the tavern, might tw subsidised te pronounce ene sick, prescribe ler him and have the pres criptien llliedliya discriminating uruggisu Indeed thore were some evidences iu the room I get berere I get It that such treat ment had been visited ujxin an eccupvut; and, all in all, I conclude that when a man takes a drink in Washington It is quite up te the average dimension. Ifyeu drivoeut lute the oil holds there are two or them aud listen te somebody who knows, he will tell you that about a halt million dollars have been Invested there In the list six months. Mostly the fanners sold the oil leave at rrem JIM te ?IO0 per aire, reserving the right te one eighth et the oil. Seme geed big wells have Iweu struck. The oil there lies deep, sav 2,000 te 2,10 reeU Itcost.sfrem?7,000tojl0,0')toboro a well and rig It up, and this does net guarantee the oporater against a " duster." These figures keep out the llttle operators aud the development at Washington Is in substantial hands. Some et the wells have paid for themselves in two or three days llew, and are new running along at COO or 700 barrels a day piling up prellbs handsomely for their owners. The oil is of superior quality aud refines te such advantage that for a time it brought from JO te 10 cents a barrel mere than the product et ether lields. Of the capital Invested hereabouts it is said net live percent, comes from the community. The Standard cencern in every form is there, with its tanks and lines. 1 de net knew any thing mere comfortable In its way than te own a well llew lug about 1115 barrels a day, at no cost but that of the man who turns the cock, lets it run into the pipe line and gets his check lreiu the buyer. Frem many of the vvells new boring big things are expected when the gas is all blown oil; but many turn out te be blowers only, and in that event will be turned te fuel and illuminating purposes. One Is pointed out that Is said te be worth a million dollars if it continues its present output et gas. Ifyeu stand ever one of these Links for a few min utes aud Inhale the gas that comes out with the oil, one exjerieuces an exhilarating sensation : aud it you stiv a few minutes Ionger you wilt have the run or being carried euu One or the notable figures at Washington and Jetlerseu commencement Is old Majer J.
