MAY Jrt, IW6 End or the Clearilcltl Strike The Btrike In the Clearfield coal region, after a duration of nearly three months, has ended with the failure of the miners te obtain an increase of wages, though their demands for j 11st weights, uml semi-monthly payment in wish were acceded te. The settlement was net made, it seems, thieuuh the miners' union, but by an iuduiieiiileiit cenference of the Houtzdale miners, with representatives of the oiier.tters theie. The action of the Hout7.dale miners controls that of the miners of the whole region, as they are the largest body in it. They wcie the last te enter into the strike, te which tliey were iersuaded by the men of ether regions, notably tlioe of Cumberland, who were the first te surren der. The strike has been a failure through the resolute resistance made te it at the in stance of a few of the largest oier.iters, who had the assistance et the lVnusjl vania railroad in holding out against it. That the strike would 1h n failure has been evident, eer since it was shown, as it lias Wen for months, that the industries of the country would net lie stepped by the ce.il that was cutoff from them. It w;is evident then that the miners did net control the situa tion. If they had united all ever the coun try and had stepped production altogether, it would have been diffeient with them As it was they only limited production and enabled operators w he temporarily yielded te the demands of the miners te sell their product at a geed profit. Xew that the whole region is in, the ques tion is as te what will be dene with the great addition made te the coal product. The mines that have stolen the Clearfield trade will seek te held en te it, and one ap parently certain result is the unprofitable unprefitable ness of mining te the operator, unless he is very favorably situated. The tend ency which has already strongly set in towards the extinction el the small opera ter, will be intensified.. The region will pass rapidly under the control of a few operators, who will be able, by combina tion, te control its labor and its pieduct. The policy of the Pennsylvania railroad has been te encourage such concentration. It it supposed originally te have Wen led inteit, bec.iusoef the Self-interest of itsolli itselli uials ; audit may maintain it, for lliisieaseu or from force of habit. It is net the best policy. His net its inteiett any mero than that of the community it serves, that mon opoly should control the production of bi bi tuminieus coal. Its interest hi the long run Is always that of the country it trav erses, and its particular interest in the coal legion is te deal with many rather than a few customers, that it maycontiel instead of being controlled. It has se long con trolled that its malingers de net seem te comtemplate the jxjssibilitj- of getting inte'any ether posit ion but with another railroad new tapping the region, and the certainty that railroad coinjietitien is secured te it by the temper of the people and their constitution and laws for all time te come, the diieoters of the Pennsylvania railroad should beware of encouraging the concentration of bituminous coal produc tion in a few hands, however personally favorable te them. 'ew Ik the Time. The Philadelphia 7'imf.s suites the case none tee streugly when it declaies that if the primary election law, leeently ap proved by the supieiueceuit, were te be strictly enforced in this county against its recent offenders, sceies of the leaders of the Itepublican party heie and many of its late candidates would lie sent te jail. Pew of them, we venture te say, have given the slightest attention te the provi previ provi siensof the law or have even most vaguely censideied the possibility of its enforce enferce ment. That statute makes it a misdemeanor, punishable Willi tlnee months in jail and i'MO fine, for any person te " directly or in directly give, offer, or piemisu te give or procure any ether ierseu te give, offerer premise te give, te any elector any gift or rewaru in money, goods or ether valuable thing, or any security for the pav mentor the delivery of money, g ieds or ether val uable tiling, or any ellice, emolument or employment, en condition express or im plied that such elector shall east, give, re taiu or withheld his vote or 10c hi inilii ce at a nominating election or delegate election," "fur or against the iionii iienii iionii natien of any particular candidate for nomination." And like pains and penalties are provided for electors wiie allowed themselves and their votes te be !'. I'Tm ""taneaisgutai nor do de lal of the wholesale and aluuneless viola viela viola tieu of this law at the late urlu.aries here. Net the mildest, but the grossest phases of it have been ruthlessly overridden and ih. grantly trampled under feet. They avow with the greatest freedom their barters imd bargains. Combinations and trades were freely made : no suspicion seems te have enteretl any inlud that they were unlaw fil. IJistricts were put up at auction and deposits were held as stakes te await their delivery. Thousands of dellais deiwuded en the consummation of bargains made. 'obedy is te be punished or prosecuted. All were tarred with the satne stick ; and the A'eic .EVii declares that any investiga tion of the local culprits " should be ex tended, as a drag-net big enough te take the statu Lesses who furnished the boodle, as well as these who disbursed and preiUted by it." Thereisenly ene way te prevent a repe tition of such shameless fraud erpujjlsh it if Iteccure again. That is by an honest organisatien of fearless men, pledged te that single purpose. He tlrst applied ter a pension under the general law iu May, ls.?i, alleging tlmt in April, Hi.; he was run ever by a waeeu and injured in hisankle. Tins n.-nl. ! dent occurred during his lirst enlistmeut, but Instead or the injury having been then regarded a disability, he was discharged thereafter en account of chronic bron chitis. It appears Irem the committee's roert that his application was rejected, and that another was aiterward made alleging that the claimant had been alllictisl with typhoid lever contracted iu May, lv,2, resulting iu "rheumatism and disuse or the back in region et kidney s." This npnllca npnllca tien was also rejected, en the ground" that any disability that might have arisen from tlie cause alleged "had net existed in a pen pen seonable degree since the date .f hllng tlie claim therefer," which was February 10, HS5. There .till remained an appeal te con gress 1 and probably there were net wanting these who leund their Interests iu advising such an appeal, and who had at hand Con gressional precedent which premised a la la la vorable result. That the parties interested did net miscalculate the chances of success, is demonstrated by the bill new before me, which, lu direct opposition te the action et the iiensteu bureau, grants a pension te a man who,'theugli he was dis -barged from enlistment for a certain alleged disability, made two applications ler a pension based uku two distinct causes, both claimed te exist within two months prier te such dis charge, and both dillereut Irem 'the eue uism which he accepted the same : and notwith standing the fact that the proponed beneli ciary, alter all these dlsibllities had occurred passed an examination as te Ins physical Ut ness ler reenlistment, actually did reeutlst, and served until llually mustered out at the close el the war. 11 any money is te be given this man Irem the public treasury, it should net be done under thoguise or u 111 111 sien."
