Mr. Gould's testimony before the con gressional committee tells us nothing new or important but exhibits clearly the ver bal doubling and twisting through which he Induced Mr. l'ewderly te believe that he fairly meant te arbltrate the differences between his company and the Knights of Laber. Mr. Gould's declaration is that he is ever ready himself te arbitrate but that lie said no mere te Mr. Pewdeily than that Mr. lloxie had his permission te arbitrate. "When he wasasked the very pertinent ques tion by the committee ""Why were net your views, that are friendly te arbitration, car ried out at St. Louts V" he replied that "Mr. Ilexie has alwajs been ready te carry them out. But the interpretation which Mr. l'ewderly put upon it was thc Knights of Laber were te step in and oversee this arbitration. "We de net propose te deal with Knights of Laber as an or ganization. Mr. l'ewderly understood that distinctly, because I stated it distinctly in that interview." There is a fair and full exposition of Mr. Gould's mental working. He se naturally twists and turns that he does net scpni te knew hew he contradicts himself. He was consulting with Mr. l'ewderly as chief of the Knights of Laber, at the same time that he was declaring te him that he did net recognize the order. He told him that he was het ler arbitra tion, and new says that his hotness was like unto that of Ilexie, upon which the thermometer was put, at his instance, by the Knights of Laber with a result showing it te be below the zero point. Gould and Ilexie were for arbitration, an Gould and lloxie new explain, when thc arbitration was te be between them and their empleyes who had no complaints te make ; but they wera net for arbitration with their striking workmen whehad com plaints. Mr.l'ewderly was told by Mr.Geuld, as he admits, that he was for arbitration. The matter they had met te consider was the difficulty between the company and the striking empleyes. Se Mr. l'ewderly con sidered that it was arbitration between the company and the strikers that Gould fa vored ; arbitration between any ether pat ties, it seemed te him, would hardly be a matter te be considered by the president of the company and the chief of the strik er's organization. Mr. l'ewderly leaped rashly te his con clusion. He did net knew Mr. Gould, nor hew the logic of the ordinary mind fails te control his extraordinary head. Mr. Gould may have thought, as he claims, that he was making it very clear te Mr. l'ewderly that he would have nothing te de with the Knights of Laber, but that he was anxious te arbitrate with anybody who bad no difference with him. But Mr. Powderly did net understand it when he ordered the Knights te go back te work, and appoint their cemmittee te arbitrate with Ilexie. The congressional committee saems, also, te have had trouble in compre hending Gould and taking the exact depth of the leve of arbitration, wlilcli he proclaimed te them. Their final conclusion was embraced in the inquiry " Then you did net Intend te, or want te, have any aibitratien or effort te settle any difficulties with Knights of Laber who had struck or were out of your employment at the timer" Te which Gould replied, " That is it, exactly." He and lloxie were unanimous in their definition of the arbi tration that they loved and that had always been their policy. Gould's first declaration te the committee, " I have alwajs been in favor of arbitration," te be absolutely true, needed, according te his final explanation, the addition te it of the two words "with myself." A Nice Question. The lawyers are divided en the question whether Geed Friday is a legal holiday or net. As will be seen elsewhere, it was created such by the act of April 10, 1SC9, but the act of April 2, 1873, designating what days shall constitute legal holidays, contains no refereuce te it. The first of January, "Washington's birthday, Fourth of July, and Christmas are enumerated, and any ether day named by the president or governerof the state. Later en Dec oration day was added, but Geed I'riday has net been referred te since Its original establishment u a legal holiday. "Whether the later act Is exclusive of these days net mentioned 13 a nice question for lawyers te wrangle ever. The suggestion that it was purposely emitted by anti-Christian legisla tor seems net well established, and that it wai net included In the act et 1673, may probably be traced te negligence.
