What or the Mghll Mr. Andrew Carnegie who is supposed te be well informed upon the iien business, and things generally, and who frequently illuminates the world, says that the present . industrial depression is a novel tiling in his experience of the article, because it is the first time he has known it te be of world wide extent at ene time, lie offers, in ex planatien of this universality, the opinions of Mr. Goschen and Mr. GilTeu, two Eng lish authorities en finance, who Undene reason for the fall in values in tlie fact which they discover that for seme jears back the supply of geld lias fallen from $76,000,000 per annum te about $10,000,000. They cay that a like fall in values was pre dicted by political economists prier te tlie California geld discoveries ; which was by them averted only te descend upon us new, when there are no new geld fields in sight. The theory of these scientists would account for the increased value of geld, if their facts arc correct; but we de net un derstand that any such increased value is observable. Tiie trouble in the situation is that the money value of tilings is tee small. Yeu cannot get as much for the things you make as they cost you. The reason obviously is that meie are made han are wanted. The supply exceeds tliedemand. The supply of money even is greater than the demand. Meney is cheap. Ne one complains of tlie dearness of geld. Mr. Carnegie will need te have his English sci entific friends support their position with their facts and logic fe secure ferit re spectful consideration. MrCarnegie is happier in diagnosing the diseaSTiii thisjMuhlry. He attiibutes it te tlie abnormal extension of business a few years age. MYu are en tlie down wave of the business movement; or in tlie heugh of tlie sea. That is net an original discovery, nor even a disputed theory. Everyone recog nizes it. Trade is suffering from overstim everstim overstim ulateon. Anether fact which is almost equally clear, is that the situation is being prolonged by lack of confidence in the fu ture. When every thing seemed prosicr presicr prosicr eus, everyone bought, and paid the price, under the influence of the shining sun, net thinking that it was going under the clouds when it did, te slay as it did. And new that it has been obscured se long, the generally tendency is te be faithless that it is seen coming out ;, and with this feeling 1-tte netjirepare for it. When it conies, as everyene knows it is bound te come some day, the peeple are likely te be un prepared for it ; and the consequence will be a booming of prices, probably te be soeii checked by a revulsion ; and possibly a se ries of advances and reverses will be the feature of the business situation for some time. Mr. Carnegie sees no signs of an early change for the better ; and here his opinion has value, because of his experience, if net from his arguments. The basis of his opinion is the fact, which lie alleges, that it is a " law governing panics and stages of depression ; when trouble comes tlie small, weak concerns necessarily fall first ever the land"; the stronger fellow; and finally the garden is weeded sufficiently for these that are left te thrive. It is the survival of the fittest. Theio is nothing very original about that doctrine; but Mr. Carnegie fluds that tlie failures have net penet rated the ranks of the stronger concerns as yet in sufll cient force for tlie needed eliminations; and consequently he does net think we have reached Uicturuing point, and that that next winter will be mere depressed than last winter. Tlicre is novelty in the suggestion that heavier business failures must ceme before, the business .situa tion rights itself. We have thought that we had observed already tiie collapse of many big concerns. It is true that they still struggle en, despite their cellapse, and are net crowded out of the way. But they seem te be tee big te remove. The fire sweeps ever the land and scorches the trees, leaving tlie black ened trunks still en the landscape. There ought te be enough of these standing around te satisfy even Mr. Carnegie's insatiate maw. We de net knew what we could de te satis fy his demand for mere big failures, unless we put all the railroads in tlie country into bankruptcy ; and in truth they nearly all acknowledge their insolvency new. Only a half scere or less pay dividends te-day, and probably net ene earns them. If Mr. Carnegie thinks that big failures will work a business regeneration, he may leek for one seen. On behalf of Franklin and Marshall col cel col lege a correspondent very succinctly sets forth the steps already taken toward making the centennial year and celebration of tlie institution memorable by the strengthening of its material resources and the extension of its influence.
