LANCASTER, JUNE 10,1883. tf" Shall Insurance Insure? r ThellarrisburgPniciet thinks that the Beuse made a mistake in passing the bill requiring insurance companies te pay the full amount of the policy in case of n total less of the property insured. The Patriot thinks that the result of such a law would be te encourage arson, as persons would insure their property above its value and fire it te recover the insurance money. But like most questions, this ene has two Bides te it, and 'we incline te the opinion that the Heuse has the right side of it. It is true that arson will grew under a law which encourages the insuring of prop erty above its value. Hut is this such a law V Will net its effect be te induce in surance companies te determine the value of the property they insure before insuring it ? At present tliey pay tee Utile atten tion te this inquiry. The greater the ( amount of insurance the greater the amount of the premium they receive. They are disposed te accept a party's own valuation of his property ,te a great extent, and te rely upon their adjusters' ability, in case of a les3, te reduce the value of the property destroyed. The censequence is that the property owner is incited te arson because of the excessive insurance given him; and though he finds, after the fire, that his insurance i? net what he thought it was, and that the company ha3 Ijeen tee sharp for him, the information cewes tee late te save Ute-TirYae ; and the. mero expert and licnced claSS-etJrfcendlaries, who are acquainted with the facilities possessed by the company for reducing the nmeunt of their insurance losses, are yet net deterred thereby, because they have tricks of their own by which they beat the companies, the favorite ene being te secretly reduce their stock of goods before the burning. This device they can employ against the companies, whatever their care may be in examining into the value of the property insured; and the risk of it is taken ac count of in the "moral hazard," which is included in the iusurancepremiuni. The objection we have te the present practice, by which insurance companies cbarge a preimuni for a less which they refuse te pay when it comes, is that it is net honest ; and that it subjects honest in surers te great annoynncenud less. An insurance company, like an individual, should pay for what it gets. If it is paid for an insurance of $1,000, and the thing in sured is totally destroyed, it should net be then allowed te say that it was net worth $1,000, unless It can show that the property hall depreciated in value since it was in sured. The question of value at the time of insurance should be settled at that time, and when the money is paid for it. The company has then a better opportunity te determine the value of the property than after it is burned. It should be compelled by the law te settle the value then, and net bn permitted te dispute it when it is called upon te pay it, and after it has probably received for many years the sum of money which it deemed adequate te compensate it for the risk it assumed. Insurance, no doubt, stimulates arson. , There would be much less burning if there was no insurance. It is quite prebable that a tnie public policy would forbid any insurance of property. The result would net only diminish incendiarism, but it would cause the erection of indestructible buildings that would insure themselves against destruction. Hut, while we have insurance companies, let them be held te a proper scrutiny of their business and a prompt and full adjustment of their liabili ties, and be forbid the sneaking from their losses te which they se greatly incline. Our New Collector. The Democrats of Lancaster county, und indeed its business men and citizens gen gen crally,have every leasen te be gratified that the appointment by the president of the collector of Internal revenue in this dis trict determines the retention of that efll- cial in Lancaster county, which has the largest population and the most extensive revenue business in the district. Moreover the large Democratic vote of this county, equalled by that of few oilier counties in the state, without considerable representation in public olllce, is properly complimented and fitly honored in the selection of ene of its foicmest representa tives for se important a place, the duties of which extend ever a dozen counties. Our neighbeis and brethren in Yerk will hardly begrudge this bestowal of executive favor. Lancaster county was lucky, tee, in pre senting a number of excellent candidates, none of whom demeaned himself by undue seeking of the place nor by a deg-h.the-inangcr policy of exciting strife and jeal ousy, which would have been disastrous te all. It need hardly be said that the appoint ment was made upon a fair and full ex amination of the merits of the names laid before the president, guided by his cen3ci- cntieus dcsiiote select ene who would bring te thoefllce ndministrativeablllly, tried in tegiity and business capacity, and who would give te the discharge of its duties that exclusive attention which their large importance requires. In the group of names from which the selection was made it would have been difficulty te have erred, and, seeing that only ene could be taken, none will meie cheerfully acqui esce in the excellence of the president's final clioice than these who steed in likelihood of being the same. A Fictitious Factiousness. The Philadelphia l'ress correspondent from Ilarrisburg has a fictitious interview with an imaginary Democrat who reports Gov. Pattison appearing before the presi dent of the United States te give his "ideas and theories as te hew Democratic patron age should be dispensed in tlie Keystone Btate," whereupon the president lectured him upon the felly of the " factions " among the Democracy of this state, and threatened te " take care that no faction has cause te complain of favoritism ;" wherefer, thi3 correspondent relates, the warring leaders " have made a treaty of peace in order te promote " tlie distribu tion of the offices I" Of course no such conversation between the president of the United States nnd the governor of Pennsylvania ever took place ; no such conditions as he represents exist, be such war 1ms been raging and no such treaty has been signed. It needs only a glance at the president's disposition of the appointments thus far made in Pennsyl vania te demonstrate this. Tlie most con spicuous of these have been theso of Mal colm Hay, K, A. lligler, Ilebert 12. James and Daniel M. Fex. We should like te knew what strife of factions or war of leaders these men represent. They meet with very general favor, excite no discord and awaken neither factious pride nor distrust. There has been nothing in tlie ceurse of events iu this or any ether state te justify the faintest suspicion that the president is run by any close corporation; that his ap pointments have been dominated by any clique or directed in any particular inter est. The Philadelphia lUillcliii gravely de clares that that city is indebted te Sheriff Keim nearly i-',0(H), "the business of the olllce having fallen off during the term te such an extent as te make it impossible for him te secure his salary under the peculiar laws new in force"; and it declares that Gov. Pattison ought te sign some kind of a bill which the legislature lias passed for his relief. Tliis view from an intelligent newspaper is incomprehensible. When Keim took his olllce lie took the risk of its businrbs slack ing off and of the fees net making up the amount of his salary ; he knew the law and accepted its previsions and certainly when the fees shrank it was in the iewer of the sheriff, acting with the commissioners, te effect a corresponding decrease of expenses se as te always give him a fair salary. It is the practlce of officials working under the salary law te get all the subordi nates they can, se as te absorb the fees and leave nene for the county. In Philadelphia the sheriff overreached himself by having a larger fotce of appointees than tlie busi ness and fees of the olllce war rant ; but that is his own lookout. The policy of the law is against in creasing or decreasing salaries or emolu ments of an official wliile he is in efllce, and we have no idea that the governor will sign a bill se plainly contreverting the whole tenor of tlie fundamental law. A flood Suggestion. The Philadelphia Times gives geed ad vice te the cemmittee of councils sitting upon the railroad question. It reminds it that there is a unanimous opinion that tlie new railroad should ceme in and that all that is te be determined is tlie question of the best reute by which it shall ceme in, Judged from the city's standpoint. This being mainly a question of engineer ing, the two engineers in tlie service of tlie city should be put in cliarge of the matter te make an examination and recommendation as te tlie route, and the Times proposes that they shall be assisted by the chief engineers of the Pennsylvania, l)altimerc& Ohie and Heading railroads. Tlie suggestion is geed. The peeple have confidence in the geed sense and judgment of Chief Engineer Ludlow, of the water department, and what he recommends will be about as near right as they can get. Wk de net understand the whelesale and nearly unanimous passage of tlie appropri ations which the governor vetoed. Certain ly such action was net worthy of the Heuse, sis it was net merited by the char acter of tlie governor's objections, which were generally sound. Tlie Heuse seems te have intended te smite the governor ; insteadef which it very heavily struck itself. If the members of the legislature be lieve that they can hint tlie governor and help themselves by squandering the public moneys, among tlie capltel empleyes of all grades, beyond a fair compensation for their labors during the session, nnd beyend the sums given them as wages by the law, they will be very likely te find themselves mistaken. We are thoroughly ashamed of and disgusted with tlie conductef the many Democrats in the Heuse, which en this and ether occasion has been Indefensible and has earned them the contempt of their con cen stltuents.
