Tliis raises the whole question "what is the district ?" If it is the "separate district," that every county of ever 40,000 population is entitled te be, the instrument says it "shall elect" its .judge or judges. Obviously the different sections of the constitution contradict eacli ether. Al though it has been argued that they can be reconciled te the view that the county constituting tlioseparatedLstrict shall alene elect the judge, and that they cannot be reconciled with the ether view, the consti tution certainly admits of either construc tion and sadly needs net only judicial illu mination but pesitive amendment. Frem the Kccerd. The shlpmenta of flour from this pert for the present year have aggregated ever 350,000 sacks, consigned principally te Llvorpeoland Glasgow. These aud ethor shipments have caused complaints by the 'Kngllsh and Scotch millers, -who say that it is lniposslble for tliein te compete, us the Heur Is handled in tlie larger Kuropean ports cheaper than the wheat can be purchased. Anether advantage Is that the Heur Is hotter, having mero nutrl nutrl tlve qualities, caused by tlie impreved American maoliiuery in the shape of mid dlings purifiers, which retain tlie swoetor portion of tlie wheat instead of having it pass oinntheshapeof bran. The Canadian millers say that in spitoef the duty en American Heur the product can be sold cheaper than wheat can be raised in Canada. The principal amount sent abroad has beeu by the Allan and Ited Star Line steamships, whlle the sailing vcssolshave carried a large amount te Domeraraaiid the West Indie. A Manly Characteristic Which They Seem te Have Had In Common. Frem the Louisville Courier-Journal. Oen. Grant was never se near the heart of tills poeplo as he is te-day. He has passed, and is passing, through great tribulations, and he bears liimself with such ceurage and such manliness that he is in popular estima tion no longer n political leader, nolengora roprescntatlvo of any party or faction ; he is only u plain citizen 'who has served fuithiully tlie poeplo, of a ropublie which is never un grateful. AVollIngten, Napoloen, Washington, wero successful captains in contests with tlie ar ar mlcsef aliens; Grant led his forces against his own countrymen. When Loe died, men of oech side claimed him as an American seldier, as te-day all sectiens speak of Grant's military lame as a common horltace of all the people. Tlie demonstration is net merely the tribute te a great seldier; it marks a step forward hi civilized govern ment and sheds new uster en the pcople's republic. The study of tlie character ei (Ien.
