TIIK OOMfTUOLLBUS ANNUAL ItKl'OltX llencnu et tba National Itaeklne System ana Rtiggeatlena ter Its (Jutleaanca asm important etatlitles. The annual report et Mr. II, W. Cannen, comptroller of the ourreooy, shows that during the year ended Nevember 1. 1884, 101 banks have been organized, with an ORgrojjate capital of $10,042,230, nnd that circulating have been issued te thene new dfsoelatlons amounting te $3,860,280. Blnce the establishmeut of the national banking system, en Febuary 25, 1Q63, there have been organized 3,201 national banks. The total number in oxlstenoe en Nevember 1, 1884, was 2,071, which Is the largest number that has been in operation at any ene tints. Eleven national banks, with anaggegate capital of 91,285,000, have failed and been placed In the hands of receivers during the jeur. Tbe different items of resources and liabilities, as tabulated, irjdioate that the busiccss of the national banks during the paBt cloven years has generally InoreaBed. Whatever course may be deemed (ax pedient by Congress in regard te the fund ing of future payment of the public debt, tbe comptroller is of the opinion that it is porfectly safe, and will afford grmt benefit te the public, te permit nn ieaue by the national banks of circulation te the extent jf 100 per cent, of the par value of the bends deposited, instead of 00 per cent. Even admitting that the bends represent ing the publie debt when funded at lower rates mlf.Ut at times in the future be below pir In the market, the government would if forced te redeem the notes of involved national banks, always have the right te cancel the bends en depesit securing the aame, and thus extinguish an amount of its debt equal, dollar for dollar, te the notes redeemed. It is further submitted that the profit en circulation may be increased te a point which will Indure the banks te keep up the circulation te a maximum, and step tbe contraction of their circulation which is new occurring, by repealing the law taxing such circulation at the rate of cne half of 1 per cent semi-annually. In concluding this subject the comptrol ler wishes te have it distinctly understood that he is net in favor et any taoasure which will cause inflation. He is of opin ion that the present aggregate paper cir culation, made up of legal tender and na tional bank notes and of geld and silver, certificates, is ampin for all the ueeds el bueiueBs. IIe believes, hewever, that the Hidden contraction of national bank cir cir latien. which without appropriate legisla tieu, is imminent, will seriously embar rass the bubincta of this ceuutry, and that if the contiuctien is permitted te go en it may result In the cntite discontinuance of the issue of notes by national banks. The compttel!or believes, that this form of curreney, which can be in creased or diminished in accordance! with tbe natural laws which control business should ba continued in prefctonce te any ether new permitted by law. In regard te circulation bafed en silver, the comptroller says : "The peeple of the United States new held a piper circulation based upeu silver dollars in att amount equal te mero than ene third of the national baukclrculaUcpJ' ,. If it is forthe best interests ex the United States te Issue a oireulation based upon diver, tbe I eumpiruiicr uuuevcs mat, vuu ciruuiauuu should be issued upon coin or bullion whieh contains a eufUcient number of grains of silver te have an intrinsic value in the markets of the world equal te its nominal value llllUAUO'S SENATORIAL niruTE. steed ever him and gave him several mur derous kieks about the head and then fled, lie has net been arrested. CARPETS A Cennt of tne Vete ttie Grand Jury allows mere uoiuecrHtlo Vutrs tnan ttcternea. Wednesday's developments in the Brand Leman senat rial contest have been extremely usteuishing and discourag ing te the Hepublicans. Judge Iiledgctt decided that the Federal grand jury had a right te examlne the ballets cast In the disputed precinct, ignoring the pretest of the Democrats ; but he also held that they could net go further than an examination of the votes et congressmen. On this decision it was net clear hew any light could be thrown en the senatorial light, but the jury breke the seal en the ballet envelepe and discovered that the vete en senator was clearly recorded as returned by the county canvassing beard. This dircevcry rather staggered the Hepubll caus, but the ballets were gene ever aud the vete en congressmen was found te be correct as returned. District Attorney Tuthill insisted upon a oeunt en seuater, notwithstanding tbe pretests el tue Demo crats en the. jury, who claimed that such a proceeding would be Illegal, according te the judge's instructions. Tbe count was made, however, aud was net concluded until midnight. Wednesday morning it was learned that 403 ballets had been east for liratid and 180 for Lsman, a Domo Demo Dome oratiu gain of 24 nnd n Republican less of ill. It was found that there uere were few pasters en the tickets, but that Brand's name was en many Republi can tickets. The number corresponded with these en the poll books, aud ac cording te these, Straussar, the Republi can judge, aud Sinister, the Republican superviber, had vetid for Brand. It was also found that several of tbe 2S0 voters who made affidavits that they had voted for Lamnn had east their ballets for Uraud. Several roputable voters testified befere the graud jury that they had voted for Leman, aud that the ballets bearing their numbers in the box had been put in in place of their own su.c" the election. Jehn B. Jeffrey, who printed the ballets in this district, testified that there had been no split ballets printed. Thostate canvassing beard is taking testiaeuy in the ease at Springfield.
