INMSTINU ON A VAfK APPORTIONMENT Democrat Who Won't Ge lleme Until They Have Again Tried te Pass Sane Apportionment Bill. In the Heuse at Harrisbnrg, Friday, after prajer and tbe reading of the jour nal, the speaker laid before the Heuso the Senate resolution declaring for flnal ad jeurnment en July -, in order te carry out the wishes of the people. The resolu tion as it came from the Senate was ac companied by a preamble declaring that it was evident that no agreement could be reached and that under these circumstan ces further expense should be spared te the public treasury. Amermau at once moved the reference of the lesolutien te the committee en ways and means, where he knew it would sleep with the one that went before.. Bullitt offered an amendment instructing the committee te report back the resolution en Monday, July S3. Bullitt said that it was simple courtesy te the Senate that the Heuse should ret en this resolution. He thought that members of the Heuse had a right te discuss the question. Amerman said that body deserved none after sending ever a lesolutien that was both false and insulting and that this was a time te talk of right and net of courtesy. The resolution ought te be sent back with the message that the Seuate should miud its own business. Why talk of cour tesy ? We were net living under the reign of politeness and nambypambyism, but of law. The preamble came with a bad grace from the Senate after refusing any further conferences, as that body had done. " They won't talk te us," he continued. " Our committee is knocking at the deer and they refuse te receive us." The Stal ; warts had prepared a bill and the Deme crats hud prepared a Dill and be would call in the forty thousand Indepandents in the state te decide the matter. He kept ou denouncing the Senate for some minutes in severe terms befere he sat down Crawford stated that he was iu favor of au early adjournment, but he supple mented the remark by saying that he was still mere in favor of an appoitienment. lie was in favor el sending the resolution te the ways and means committee and reminded the members that if they ad ad jeurned en Tuesday next they could net get the bill through providing for their pay. Furth argued in favor of postponing action en the resolution until further efforts had been put forth te secure agree ment en the several apportionment bills. Sharpe, of Franklin, was net ready te see the Legislature fix a day for adjourn ment until its constitutional duties were performed. Te adjourn new would be treason te the people. He said this only te Democrats, as the ether side did net knew what treason te the people and the mandates of the constitution meant. The aDcortienmcnt bills eusrht te be passed. They must be passed. Here he brought bis rist down en the desk until it rang, and the Democrats set up a clapping of hands, which was only checked by the frequent raps of the speaker's gavel. They Must be Passed. Continuing, he said, raising his voice and throwing all his power into the utter ance, : "They muse be passed if we stay here all summer and it takes the last dol lar iu the exchequer." This was the signal for renewed applause en the part of the Democrats. Mr Sharpe concluded his remarks by saying that he had a sick wife at home, but he would leave her te the kind caie of a merciful Providence and stay here until the apper lienments were made. When Sharpe sat down Senater Gorden, who had come ever from the Senate and who was sitting across the aisle from the orator, grasped him warmly by the hand and extended bis congratulations. Bullitt, in explanation of his proposi preposi tion te have the Senate resolution promptly considered, said that after repeated efforts the two Houses had failed te agree,and he was in favor of going home and submit ting the question te the people. Parcels informed the Heuse that he wanted the resolution te go te the ways and means committee, se that he would net lese his pay by a premature adjeuru ment. He charged that the boss' orders had come from across the Atlantic that there should be no apportionment. Landis turned upon the Demec: :its aud inquired whether orders had net come Trem the British free traders te pack the lower house of Congress with men in sympathy with their cause. Stewart, of Philadelphia, in ieply te Sharpe's remark that the Republicans would net understand him when he s.i'nl it would be treason net te make an appor tionment, thanked Ged that the llepubli cans did net understand the word treason The Parties Met Respunsible. Mr. Sterrett, of McKeae, who, nex'. te IN iles, is probably the streugest man en the Republican side, created some urprise by announcing his opposition te a speedy adjournment. It was the duty of the Legislature te make au apportionment auu he had seen no evidence te satisfy him that all efforts had beeu exhausted. Five or six men in the Senate had no right te hay that. and especially these who are stand ing in the way of a compromise en a judicial bill. The respensability would net be en a political party, mere was nothing mere irresponsible in the universe of Ged than a pelitieal party. The respen sibility would rest upon the members et the Legislature as individuals and there it belonged. Mr. Stenitt's remarks pleased the Democrats and they gave him slight applause. Uncle Jake Ziegler declared that he would never report an adjournment resolution from his committee until every parliamentary and constitutional means had been exhausted towards securing an apportionment. A similar resolution, coming from the Senate, bad been referred te his committee and it was followed up by another from the Senate, with a pre amble filled with falsehoods. He would stav here until doemsdav te discharge his constitutional duty. He could net new go home te his people and say that every par liamentary resource te oempol an appor tionment had been exhausted, for it had net been. Se far m the expense was concerned, that was no affair of theirs. It only concerned the people, who had im posed upon them the obligation of making the apportionment. When the people issued tbe mandate they assumed the cost. Ziegler, like Sharpe, was frequently applauded by the Democrats, but the Republicans made no demonstration. Bullitt Toted Down. The yeas and nays were taken en Bul litt's amendment, and it was defeated by a vote of -38 yeas te 82 navs. Bullitt was the only Democrat voting in the affirma tive, and Hayes, of Erie, Denley and Ster- rew were tee only itepueiicaus voting m the negative. A resolu tion by Nichelson that no member should have leave of absence, except en account of sickness of himself or family, was referred te the committee en i ules without debate. Magee was probably led away by his zeal for civil service loferm, and the senator had ne glected te communicate with his friends. The facts are that Passmore's friends te the very last expected the support of the Allegheny delegation, and by systematic lying persisted in until the commencement of the balloting, were deceived as te the status of the delegates from Dauphin, Lancaster, Berks, the Juuiata valley and ether Cameren strougheldj. Mr. Magee was se fully occupied iu sounding the depths of public sentiment that he did net find time te 'communicate his change of puipese te me or te Mr. Passmeru. It is net likely that the Camarens took any part in the canvass, but hereafter I shall take care never te course with the Cameren hounds unless the senator is present te take part in the hunt. The story of an arrangement between Magee and myself is the sheerest of nonsense." A (Juestlen Ifer Urewster. Pittsburgh Dispath It is beginning te be an interesting ques tion whether the civil suits against the members of the Star Reute ring, which were premised by the department of jus tice, will turn out te be anything mere than a sham. On the 17th of Denber, 1831, Pest master James request Mr. Geerge Bliss te bring suits against the Star Reute con tractors, under section 4,057 of the revised, statutes, providing that where any money has been paid out of the funds of the post pest office department, upon fraudulent repre sentations, suit shall be brought for recovery. Mr. James declared that such suits could be supported by evidence en file in the department. Mr. 'iss replied that the request scorned te hi.n timely, and that he would lay the matter before the attorney general.
