A UAMFAIUN Willi PLENTY OF MONEY Outlined by Garlleld Morten, tbe Ureal financier Camereu te tbe Kescue Hersey Faithful te Ula Unlet. The New Yerk Sun priuts an install ment of tbe Dersey letteis, introducing them as fellows : ' " The first installment of Jhis private cor respondence with Republic leaders which Mr. Dersey published fa -December, 1882, was only a foietastotof the re sources he has in reserve fur tfature use. He held relations of ex cej)tionenfidenco with Garfield, Ceukling, Arthur, Grant, Morten, Chandler, Allisen, and ether chiefs of the party, representing all fac tions and interests. His selection as secretary of the nation al committee, at the personal request of Garfield, backed by the urgent solicita tion of Arthur aud of Blaine's special friends, substantially gave Mr Dersey command of the campaign of J8S0. Mar shall Jewell, chairman et that committee, was a mere figurehead without any real authority. Garfield visited New Yerk in the be ginning of August, 1880, when the outlook was most gloomy. He then aud there made certain prepositions te the Stalwart leaders, which weie reduced te writing, and wlrch still exist te confound the ex cuses oflerel for his llagrant breach of faith te the meu whom be sought te con ciliate by the most proluse but hollow premises of recognition in the event of success. Atter returning te Menter, Garfield sketched out a general plan of campaign in a letter te Arthur, dated Augubt e0, 1880, in which he laid great stress upon the necessity of making Indiana tha battle ground. A copy of that letter was fur nished te Mr. Dersey by the late prcsi dent. The keynote of the scheme is seuuded in the following ?xtracts from it : " All these plana require the employ ment of a large uumber of men and of much money. " And this brings me te the chief point. It is indispensably necessary that the means for putting these plan into vigor ous execution be furnished at ence. The work has been started and must be sup ported promptly te insure success. " Please read this letter te Morteu, aud, if you concur in the views 1 have taken, urge him te act as promptly and vigor ously as possible. I went evor the whole ground with Senater Dorwey when he was here en route fei Chicago, aud his letters since his auival theiobtreugly confirm my opinions." The candidate of the party of moral ideas, in writing te his associate en the ticket, urges above all things that "much money" should be raised te put his pl.ius into vigorous execution at once. Piiuci pies aud high purposes had no place in his counsels. They were only useful for mak ing a platform, When Garfield tells Ar thur " Please icjd this latter te Morteu, aud, if you concur in the views Yliave takeu, urge h te act as piemptly and vigorously asosaible," he reveals a part el the becret baigaiu made by him iu New Yerk. Mr. Mertju v,as net a member of the national committee. He was au outsider in Cengiebs, lich and ambitious. Gai field had offered, in the event of success, te make him secretaiy of the treasury, min min ibter te Fiance, or at the heal of a syndi cate for the convulsion of the government leans, if Moiteu would take chaige of the finances. The letteis of Moiten te Dersoy show that he acted " promptly and vigorously" as Garfield had lequested, for in a few days after the letter of the latter te Ar thur, Moiten wiote te Dersey as lol lel lol lews : Fair Lawn, Nnwreirr, It. I., September G, 1880. Dear Slna'ieu Deksly : I expect te send you $5,000 mere iu a day or two. I have already called a meeting of my cemmittee (which has been largely increased) for Thursday, and after that I hope te be a bio te go en (in response te Gen. Garfield's request) te Menter for a conference, aud te learn moie details of your proposed campaign in the West. I waut Mr. Ilub- bell in JNew lerk at 9th at 11 a. m. Yours, my mectiug ou the L. P. Morten. Again : Nnwi'OKT, Sept 7, 1S80. Dkak Mit. Dersky: lhave just received yeui8 of the 8d h-stant, aud 1 have read with great inteiest jour plan of action. I wrote you en the 1st, en the receipt of yours of the 29lh, enclosing my cheek for the ameuut you askul ($5,000), and new enclose my check for $5,000 additional. This makes my personal advances $30, 000, without having collected a dollar from any one He said Mr. New must step short unless Mr. Jewell could send him $10,000. I finally gave him a check for $4,000 (te Mr. New's order), and also sent $5,000 mere te Senater Ulaiue who was in dis tress. I think you had better inform Gen. Arthur confidently of your plans a ud my action, aud consult with him Yours very truly, L. P. Morten. Again : Ne. 25 Nassau Sireet, New Yerk, tieptcmber 17. 5 Dear Senater Dersey : I have your personal note and am sorry te see you distuibed by the remarks made by sonie people. Your friends heie Lave entire confidence in you and the success of your labors. Yeu can, I think, safely count upon all tbe assistance your estimates call for. I inclese $5,000 herewith. Keep up your courage. We are bound te carry New Yerk aud te win the race. Very truly L. P. Morten. Again : New Yerk. Sept, 18, 1880 Dear Mr. Dersey: Yours of the 15th was received yesterday. I immediately telegraphed recommending your going te Indianapolis. I learn this morning through Mr. Hubbell that you are in im mediate want of money. I sent you yes terday morning, before the receipt of your letter, $e,UU0, as I am going te .Newport for two or three days, although I did cot knew you were in immediate need of money. I will pay you the draft of $2,000 advised-by Mr. Hubbell,' and send you herewith my check for $1,000, which, with the $2,000 subscribed te our com mittce by Mr. Besler, and sent you by him, makes $20,000 in all Very truly yours, L. P. Morten. Again : New Yerk, Sept. 30, 1880. Dear Sir: Mr. Morten desires me te inform you that he arrived this morning and has had a conference with Senater Allisen, Mr. Hubbell and ethers. He does net see any prospect for secur ing any money in time for your use from Mr. Gould, but as he has a telegram from Senater Cameren saying that his father gees te Philadelphia te day and that he gees te Pittsburgh himself, Mr. 3Iorten feels confident that we shall be able te send yen, altogether, $100,000 (including n. r the $10,000 he eent yei from Cleveland), and he hefW te increase this amount. Very truly yours, W. P. Peddrick, Private Secretary. The letters are reproduced new because they contain positive proof that Dersey was held in tbe highest esteem by the late president and by his most trusted friends, and that he enjoyed mere than any ether Republican manager, tbe unbounded con fidence of tbe leaders of that party. Tbe New minister te Fern. Baltimore Sun. New that Mr. Partridge's resignation as minister te Peru has been accepted and S. L. Phelps, of Ohie, has been appointed te succeed him, it may be inferred that the state department has at length made up its mind definitely as te its future pol icy with respect te Chili and Peru. This inference mav be considered as streng thened bv the fact that Mr. Phelps will be accompanied te Seuth America by a newly -i ri i ni:..:. XT mk. uppeinieu miniHusr 10 uuuii jiu. w ard Gibbs, of New Yerk, being selected for that pest. It is net perhaps impossible iu the absence of definite information from the state department, te conjecture what policy Mr. Frelinghuysen has made up his mind te, and what instructions hare bees given te the new minister, particularly the one accredited te Peru. It is net te be rashly supposed that Mr. -Phelps is nharged with the duty of boldly recogniz ing the Iglesias government, favored Jat Lima, in preference te its rival hid behind the earthworks at Arequipa. Our worthy secretary of state possesses a fresh reoel lectien of Mr. Blaine's fortunes in Peruvian diplomacy, and has himself net lacked in structive experiences during his term of office. Time and meditation, it is fair te assume, have net dulled his state craft. Since his correspondence with Lord Gran ville relative te the Clayten-Bulwer treaty, and the pauic iu the state de partment caused by Mr. Partridge's dar-, iug at Liinie te sign an informal paper la refcience te Peruvian affairs, it is mere than likely that Mr. Prelinghnysen's attachment te the astute dipTbatie maxim " Last said, soonest meuded, isj increased rather than diminished. It is fair, therefore, te infer that Mr. Phelps' iustructieus are mild, te say the last. This gentleman will also doubtless reeall his predecessor's fate. Mr. Partridge venture iu conjunction with ether minis ters residing at Lima, te put his signature te an unofficial mameratadurn describing and deploring the anarchical condictien of Peru, and suggesting the propriety of efforts te remedy it. Fer this act which committed his government te nothing and. which was certainly within any 'sensible! man's discretion, Mr. Partridge was forth with granted a leave of absence. His successor will deubless understand, from this spirited conduct of the state depart ment, that however uncertain and fluctu ating the Chili-Peruvian -pohey of tbe United States has hitherto- been, for the future it is te be positively negative. The minister te Peru is te propose nothing, sign nothing, advise nothing. Whatever (lowers of diplomatic speech may adorn his credentials, implying that he really has a mission, he will understand from the ex periences of Messrs Christiancy,Hurlbert, and Partridge that, in the view of the state department, his proper duty is te draw his salary and improve his knowledge of Spanish. m m l'aalma.
