Special Dispatch te the Tstxixiqxbcxx. Harbisbubg, Pa., Feb. 23 Among the petitions presented in the Senate te-day, was one from Hamilton, Ferry county, ler the establishment of the whipping pest. Mr. Coxe offered a resolution for the ap pointment of a joint committee of eight, te inquire into the Soldiers orphans' schools, with a view of ascertaining if all the pupils have destitute fathers, which is a legal requirement. After a speech by Mr. Coxe, giving instances where children of fathers who are in geed circumstances had been admitted te these schools, the resolution passed. A bill was pass ed finally, fixing the term of members of cenncil in borenghs, at three years and providing for filling vacancies by cenncil. The bill te provide for the investment of the sinking lund moneys of the state was slightly amended and farther consideration pest pened until Thursday next. Stehman in troduced a bill fixing the fees te be re ceived by the officials of Lancaster, Lu zerne, Schuylkill and Berks, agreed te by members of the bar associations of these counties in this city yesterday. The Heuse fruceedlngs. In the Heuse bills wera favorably re ported te repeal the previsions of an act compelling the sentence of all convicts in Lancaster 'county te the county prison, and te provide for the regis tration of dentists. The Heuse passed the following bills en second reading : Te suppress the growth, pro pagation and going te seed of the wild daisy : te print ten thousand addi tienal copies of SmulPs hand book for the use of the Senate and Heuse at a cost net exceeding seven thousand dollars. The bill for the relief of the owners of agricul tural land, included within city or munici pal territorial bound?, was indefinitely postponed. The civil service bill was de feated by a vote of 72 yeas and 82 nays. Washington, Feb. 23. Iu the Senate the conference report en the Indian appro priation bill was presented and agreed te. Consideration of the naval appropriation bill was then resumed and an amendment offered by Mr. Antheny appropriating $2,000,000 te enable the secretary of the navy te build an experimental gunboat led te a violent attack by Mr. McPherson upon Secretary Chandler. He alluded te the presence of the secretary in the Senate chamber in conversation with Mr. Antheny a few days and in timated that the amendment was offered at his tequest. Antheny, in reply stated that he had offered the amendment by instruction of the committee en naval affairs and defended the right of the sec retary te be en the fleer. His presence, he said, called for no such comment as rn'ide by Mr. McPherson. The amendment was ruled out, and after some further dis cussion the bill was passed. A party of fully 200 men composed chiefly of Behe mian, Swede and Polish laborers, marched te a locality known as Goeso Island near which the read passes, and beginning at Fullerton avenue proceeded te tear up the tracks of the read for a distance of 500 feet.
