Dr. A. L. Gibsen, of tbe United States navy, and chairman of tbe section of btate medicine, read a comprehensive paper en hygiene. He recommended that Congress sdieuld establish a beard of health, with a .secretary in the cabinet, with authority te leek after all matters pertaining te his de partment, and in a case of vital importance te use an arbitrary power in suppressing contagions and dangerous disease. The national beard or health should have full power in the matter of quarantine, but in this matter the dogma of states rights has interposed. If it were possible for the government te establish aud regulate im migration, levy duties en imports, employ an army of men te enforce the revenue laws, it certainly has a right te establish a national beard of health, with a power te me that no vessel enter a pert without a i ijiid quarantine, if it arrive from a dis card or malarieus city. He also recom mend! d the publication of a journal of health by the government for gratuit ous diblrihiitien iu every family of the Tnien. Yesterday Geerge Spurrier, superinten dent of the Lancaster county hospital, made a narrow escape from serious injury if net death, at the hands of Wm. Dew, one of the inmates who bad become in furiated by drink. Dew is a Pittsburgh ironworker, who about a year age had a part of one of bis feet crushed by the cirs, and for eleven months past has been an inmate of the hospital, acting as au assistant since he has been able le be about. Yesterday he cams into town aud get drunk, and ou returning te the hes pit.il behaved in a very boisterous au.l disorderly inanucr en the front balcony. Mr. Spurrier endeavored te quiet him, and finally threatened te punish him if he did net behave and go te his quarters. Dew, who is a powerful man, thereupon made a furious attack upon him, lifted him bodily in his arms, and was in the act of throw ing him ever the balustrade, when Rev. Jehn Swenk, the chaplain, aud Jehn Drutn Drutn niend, the nurse, ran te the rescue and suc ceeded in saving Mr. Spurrier. Several ether attendants then came te their as sistance aud arrested Dew and conveyed him te the county jail where he new re mains. Mr. Spurrier's back was very badly sprained duriutr the tussel. Mr. Drumraend was bitten in the arm by Dew and the negre Ben, who is iu charge of the negre quarters had his eye injuicd by a blew from his fist.
