If, notwithstanding the fierce heat of the week and the suspension of business en Thursday, the sales of the week sum up 3.500 cases, it is undeniable testimony te the continuation of the excitable state of the market. With holders of leaf these are great times indeed, and money is being made fast and furious. Ne one perceives any abatement of this in the near future. The manufacture of cigars does net show any sign of decrease, although such was expected te take place about this time. There is no mere tobacco in the country than wc need, the new crop is no larger than its predecessor, se therefore who is te hinder holders of leaf from making their ewnfigmes en the geed.-.? Sampling of '80 stock has been going en quite exten sively during the week. The samples de net indicate that the various crops have undergone a change for the better or worse. Pennsylvania, as a rule, does net show well at all, but as manufacturers want it. it may safely be infened that they will find some" way of their own te 'make it leek well. Connecticut shows excellently, but still remains comparatively neglected. "When once the Pennsylvania is thorough ly picked, Connecticut, we have no doubt, will begin te play an important role in the market. Of Wisconsin Havana seed lit tle is in the market, and it finds buyers almost as .se.m as ed'ercd. In fact there are a few firms of manufacturers who make a speciality of working this tobacco, and these are almost the only buyers. Wis consin biead leaf also appears in very di minutive quantities in the market, and the few samples exhibited arc large, but rather wild in textuic. Of New Yerk state little was sampled. The tobacco shows very well. Uig Flats simples arc kept nrivate, and therefore we ca met today speak upon their probably hidden beau ties. Ohie samples are out in great force. Fer cheap e'uars it certainly is the thing this year. The tobacco shows large yield ing capacities and burns white and makes money for its heldeis. Expert was duil. Be it ordained by the Select and Common Councils et the City of Lancaster, that from and alter the passage of this ordi nance, no person or persons whatsoever shall dig up or excavate the roadway in any of the streets or alleys et the City of Lancaster, for laying water, gas or sewer pipes, or making connections with or repairs te the same, or for auy ether purpose whatsoever, without having first obtained a permit ler se doing from t he Mayer of said City. Sec. 2. That any person or persons diguing or excavating in any et the said streets or alleys, by virtue of any such permit, shall be required, en tilling in such excavation or dig ging, te ram or puddle the earth filled in, and snail remove any surplus or supply any defi ciency et material as maybe necessary te leave the roadway even and solid, and in as geed condition as li was bctere such digging, and shall keep such part of the roadway in repair for the period et six months. In ease anv ex cavation remain open ever night the person making the same sliall display a red light as a signal or danger. sec. 3. That in case of default en the part of any person or persons making such excava tlen, or digging, te fill up the same in the man ner required by Section -J, the Street Commis sioner shall give notice te the person or per sons at whose instance or ler whose benefit such excavation erdigging was ma.ic,et the de lault, and ir such person or persons shall re fuse or neglect for two days atter being se no tified, te repair the roadway, in the manner required by Section 2, theu the Street Commis sioner shall make such repairs, at the expense et the said person or persons for whose benefit, or at whose instance, the excavation or dig ging was made, and the expenses incurred, together with a penalty et twenty per cent, shall be recoverable, in an action et debt, at the suit et the City of Lancaster, as uebts et like amount are new recoverable. That in all cases of contracts entered Inte by any of the departments et the govern ed said City, with any person or. persons, ler work which will render necessary any exca vatieu in the roadway, in any of the streets or alleys of said City, the contractor shall be bound by recognizance te repair said road way, as required by Section 2et thus ordinance, and no final estimate for any such work shall be approved by the proper committee until the contractor shall nave produced a certifi cate rrem the Street Commissioner that Sec tion i has been lully complied with.
