Chase High Requirement et a Cadetahlp Course of Study While in Pert Un ties During tee Annual cruise. The Revenue Marine, or what is mere familiarly known as the . Revenue-cutter, Scrvice was established in 1799 te provide for the proper collection et import ami ten nage duties, and aid in the execution of the customs regulations and navigation laws. The service numbers 37 vessels, nearly all of which arc steamers with small armaments, patrolling our Atlantic and Pacific seaboards from Maiue te Alaska. Four steamers are detailed for cmisiug en the xie thcrn lakes. During the period of severe weather along the coast they are especially charged with rendering such as sistance te digressed navigators as their circumstances may require. The presi dent may, at his discretion, commission the vesse's of the scrvice te act in con junction with the navy, but while se en gaged its expenses shall be defrayed ex clusively by the navy department. Under a law passed by Congress June 18, 1878, prevision was made for the detail of olH elH ccrs of the Revenue Marina for duty in connection with the lifc-s.iving service, chielly te act as inspectors. Formerly, candidates were admitted te the gtade of third lieutenant after andcrgeing an exam ination which wr required te give compe tent poeof of pre "icicncy and skill in navi gatien and seamanship. By this method a great, many capable persons entered the lists from the mcrcl nt mat inc and volun teer navy. In July, 187(1, Congress adopt ed a measure te appoint cadets te fill va cancies wlrch occurred in the line. The text of the Lw is as follews: "-That hereafter upon the occurring of a vacancy in the grade of third lieutenant in the revenue marine service, the secretary of the treasury may appoint a cadet, net less than IS nor mere than 25 years of age, with rank next below that of third lieu tenant, whose pay shall he three-fourths that of third lieutenant, and he shall net be appointed te a higher grade till he shall have served a satisfactory probation ary term of two years, and passed the ex amination rcijtiircil by the regulations of said services ; and upon the pro motion of said such cadet auether may be appointed in his stead, but the whole number of third lieutenants and cadets shall at no time exceed the number of thi'tl lieutenants new authorized by law." The object of this bill is te educate young men for eQiccrs. The regulations of the treasury department require that the candidate shall furnish satisfactory evidence that he of geed moral character, ami of sober aud correct habits ; that he is physically sound and well-formed, of vig orous constitution and net less than five feet in statute, these conditions being as certained by a beard of surgeons. He is then examined by a beard of revenue ma rine officers, convened for the purpose, the examination bciuc competitive and em bracing the following subjects : Arithme tic, including notation and numeration, compound numbers, proiierlics of num bers, fractions, ratio and proportion, per centage, interest, discount, mensura mensura teon, evolution and practical ques tions involving processes under the various subjects treated, as a test of the power of analysis ; algebra te equations of the second degree ; the whole of Eng lish grammar ; history of the United States as contained in the ordinary, school histories ; geography, reading, wiitiug, spelling and. composition. If the appli cant docs net reach the minimum stan dard in spelling he becomes ineligible, and is net examined further. Thirty words are usually given, aud a failure te spell 20 of them correctly is considered a bar te appointment. The qualifications are somewhat mere exacting than for entry into the naval academy, and the appoint ments arc awarded te tliese evincing the highest degree of aptitude until the class is formed. The successful ones are then instructed te report en beard the revenue cutter, Salmen P. Chase, stationed at New Bedford, Mass., where they arc allowed a few days te prepare themselves for sea and get accustomed te ship's routine. The cadet school-ship is a bark of 13 1 tens burden, with a length between per pendiculars of 100 feet, and a breadth of beam of about 25 feet. She was- built in Philadelphia in 1878 especially for this ser vice, and is equipped and appointed for the use and accommodation of cadets. She carries a battery of four broadside guns which are used in the practical cxeicises in gunnery. The steerage, or apartment hi which the cadets live, contains six state--rooms, with two berths each, washstand, aud lockers sufficient for clothing. At present there are two classes, designated as senior and junior, the former consisting of four and the latter of eight members. Since the organization of the system, two classes have been graduated, one in 1S7!) and the ether in 1850, of six and four members respectively. The cadets mess among themselves aud elect their own caterer. When in pert they arc required by the internal regu latiens of the vessel te rise at u:.jU a. m- and report en deck promptly at 7, properly attired for the day. Physical exercises for a half hour then lake place, which usually consist of simple athletic exercises, rowing, or going aloft, after which break fast is served at 7:30. Thirty minutes artf allowed for this meal, when the hour of study begins, lasting until 9 o'clock, the time for the commencement of the morn ing session in academical branches. The time is employed with alternate recitations of the twe'classes until 12 :30 p. m. Au in termissien of an hour and a half is given for dinner, when the afternoon session is continued until 3:30. "Wednesday aud Saturday afternoons, and Sunday after muster and inspection, general liberty ashore is granted te the cadets until 8 o'clock in the evening, no later leave being extended unless by special application in writing te the commanding officer, and then only approved once in two weeks, The use of tobacco and intoxicating beverages is net permitted in any form, and a list of de merit marks is in force for breaches of discipline or violations of the rules, from which certain weights arc given te delin quencies according te the nature of the of fenses. Daily, weekly aud monthly re ports of the standing and conduct of cadets are submitted te the department, together with reports of their employment of time and of recitations that have been unsatisfactory. Careful records, are kept of the relative rank of each cadet in -his .studies and deportment, which, with his examination averages, determine his posi tion in his class after the graduating cere monies at Washington at the end of the course. The last named consists of two years, and is divided into four terms, each year embracing two terms, as fellows : Frem June te January, which includes the practice cruise at sea of the three summer months and a week's vaca tion during the Christmas holidays, and u-ein January te J une. In the latter parts of December and May occur the scmi-an-wial and annual examinations, respective ly, which contain a summary of questions and exercises covering the subjects that have previously been pursued. The academical course is under the charge of Mr. Edwin Emery, instructor, a graduate of Bowdeiu college, and for a long time a teacher aud principal iu pub lic schools. It takes up arithmetic, alge bra, geometry, astronomy and trigonom etry (plain and spherical); the history of the origin aud urewth of the English lan guage imparted by frequent lectures; composition, rhetoric and correspondence, in which the cadets are required te write upon abstract, imaginary, descriptive and professional subjects, aud te construct official letters, reports and forms; phil osephy and steam engineering, the latter bciug treated both practically and theoret ically, and supplemented by "ecturcs of Consulting Engineer Charles E. Emery, Ph. D., of New Yerk ; history of the world in general and of the United States in paiticular ; that part of international law which deals with the right of nations in peace and war, rights of jurisdiction ever the sea and of commerce, embargoes, law of contraband, blockade, right of search, eileuscs against the law of nations, piracy, &e. In constitutional law the his tery of the constitution is taught, and the legislative, executive and judicial depart ments aud powers of Congress, are discuss ed, while the revenue law comprehends all that relates te the duties of an officer of the customs, such as the regulations of commerce and navigation, collection dis tricts and ship's papers. iiueus tne nnuuie el dune inc unasc puts te sea with four officers, a surgeon, two classes of calcts, and a crew of 30 men. She is provisioned, stored and litted for a three months' cruise. Here is where the test of a young man's endurance, pluck and energy commences, as he is subjected te many of the inconveniences and discomforts incident te a tea voyage, at the same time having te perform all the duties belonging te the vocation of a sailor. The Freshman class is sent out with, the class of the preceding year. They therefore have a taste of the sternest aud most trying duties at the threshold of their undertaking, which results in a pretty thorough test of their metal, and if anyone i.s actually unfit for the sea, physi cally or otherwise, the fact is at once brought ie the surface, and gives him an oppeilunity le turn back at the beginning of a career in which he would net be likely te succeed. One such case occurred in 1877, aud the cadet tendered his resigna tion after the first practice cruise. Before the first night sets iu the cadets are arranged into watches, two usually acting tegctiier, the senior standing the quarter-deck and the junior the forecastle watch. In this capacity they arc under the instruction of the officer of the deck, aud arc rcqui'-cd te write up the remarks in the rough leg, te observe carefully the making and taking in of all sail, te study the various evolutions of the vessel, trans mitting and giving commands when direct ed, and after reaching a certain degree of proficiency they arc exercised in chagc of the deck, and in working ship in the im portant operations of tacking and wearing. The object is te impress them with the re sponsibilities and duties of dcek officers, and the siricte.st obedience te every detail is enforced, any unefiiccr-likc ceuduct being placed te their discredit. One of the first things for the new beginner is te learn the nomenclature of the dillercnt parts of the hull aud spars, and the names aud uses of the ropes aud sails. This he finds no simple task until the habit of "pulling and hauling" inures him in the technicalities of his profession. Fer the purpose of encouraging confidence and fa cility among the cadets iu their labors aloft trips ever the masthead arc taken every morning before breakfast. This little formula is net always relished and especially te these who arc troubled with sensitive digestive organs, but when per sisted iu it is au infallible cure for sea sickness. Knotting, splicing and making mats arc among the first lessens in sea manship, and during periods of calm wea ther the riggiuir is reset and rattled down, and the seizings arc freshened up. The cadets arc given constant practice in reef ing, furling and shifting sails, in sending up aud down yards and masts, and when iu pert they arc accountable for the prop er management of the. royal yards, which resolves itself into a competitive drill. Each cadet takes his turn at the wheel aud acquaints himself with the mysteries of the compass, aud with the knack of keeping the "water lecches of the royals luting." The maruuc-spikc, slush ami tar pets arc the insignia of a thorough going salt, aud the young man who has never immersed his hands in the resinous substance finds ample opportunity en a practice cruise. Raising shears and step- jmiir masts form an essential exercise. In navigation rue sextant receives the first attention. The cadets must fully understand this instrument iu every point and detail. They are steadily drilled in taking altitudes of the sun, moon and stars, and in finding errors aud correc tions. At neon they are required te de termine the latitude of the vessel, and in the mornings and evenings establish the ship's position by taking time-sights aud working up the dead reckonings by the dillercnt sailings from the previous neon. Azimuths and amplitudes are solved for the purpose of ascertaining the variation, deviation anil error of the com pass. Observations arc taken of the plan ets aud JNertu btar, aim comparisons made with results attained.. In pert, ar tificial horizon sights are used te discover the error of the chronometer. The classes are educated in the international and gen- i oral scrvice signal cedes, T .?V . 1? 1 ?. - J The latter is umally practised in pert, the cadets re ceiving and transmitting messages en cir cuit by a system of Hag mevements. The use of small arms and broadsweids is com prised in the pert routine, the cadets be ing drilled in military marches and tactics, target sheeting, &c. The gunnery excr- ciscs consist in the distribution of officers and men at general quarters. The cadets are trained in the working of" all classes of broadside and pivot guns, and arc fa miliarized with the duties and stations of officers of divisions. They arc taught the construction of magazines, the uses of fuses and projectiles, and the nature and properties of powder and combustibles ; are stationed at lire-quarters and at the beats, and in case of an alarm at sea arc required te act promptly in the discharge of their, several duties. Since the school was instituted 24 cadets have been accepted for instruction, 10 of whom have been graduated and are new commissioned as third lieutenants. On the last practice cruise the Chase touched at Lisben and Gibraltar for supplies and mail. -The economy with which the cadet system is managed is a noteworthy fea-. ture, the saving between the compensa tion of third lieutenants and that of cadets being sufficient te defray nearly the entire expense etmstructrng the cadets from year te year. The beneficial remits thus far attained are very encouraging, and the improved standard and morale which the service has reached within the last few years is a just tribute te these who have se zealously labored in its be half.
