The state may contract debts, to sup t .dy ; casual deficits or failures in revenues, or to meet expenses not otherwise - provided for but the aggregate amount of such debts direct and cautiugent, whether contracted by virtu.° of oue nr more acts of the general as sembly, or at Dream:at periods of 'time, shall exceed seven hundred and fifty thousand Jars, and the money arising from the erdition of such debts, shall be applied to the purpose for which i.. was obtained, or to repay the debts so contracted, and to no other purpose whatever. Sec. 2. In addition to the above Ihnited power the state may contract debts to repel Invasion, suppress insurrection, defend the state in war, or to redeem the present out standing indebtedness of the state; but the money arising from the contracting, pf such debts, shall be applied to the purpuse'for which it was raised, or to repay such debts, and to no other purpose whatever. Sec. 3. Except the debts above specified, in sections one and two of this article, noi.:eht whatever shall be created by, or on behalf of the state. Sec. 4. To provide for the payment of the present debt, and any additional debt con tract, das aforesaid, the legislatur e shall, et its first session, after the adoption of this amendment, create a sinking fund, wh:cli shall be so:Re:art to pay the accruing interest on such (kid, and anunally to reduce the principal thereof by a sum not , less than two hundred and fifty thousand dollars; which sinking fund shall consist of the net annual income of the public works, front time to time . owned by the state, or the proceeds pf the 'sale of the same, or any part thereof, and of the income or proceeds of sale ofstocks owned i by the state, together with other funds, or resourCes, that may be designated by law.— . The said sinking fund may be increased, from time to time, by as‘agning y. it any part of the taxes, or other revenues ofthe sta..e, not re quired for the ordinary and current expenses ofgovernmen:, and unless in case of war, invasion or insiirred ion, no part of the said sinking front shall be used or applied other wise than in extingushment of the public debt, until the amount of such debt is reduced below the sum of five millions of dollars. Sec. 5. The credit of the commonwealth shall not in any manner, or event, be pledged or loaned to, any individual. company, corpo ratien, or association; nor shall the common wealth hereaf, er become a joint owner, or stockholder, iu any company, association, or corporation. Sec. 6. The commonwealth shall not as sume the debt, or tlir part thereof, of any county, city, b rough, or township; or any •orporatton, or misoc.atiou; unless such debt shall have been contracted to en able the state to repel invasion, suppress domestic insurrec tion, defend itself in tone of war, or to assist the state in the discharge of any portion. of its pre . sent indebtedness.
