With all the confidence that has been expressed In some official organs to the contrary, it Is not diegulffd that unless the administration conciliates some of the powerful element now outside of the pnle of its favor, tho next Congress will be organized in distinct hostility to the President, and the Senate is likely to he even less In sympathy with the ad ministration than the Ilous-e. The decisive de feats the President sustained in the Senate on the rejection of important nominations, and the rejection of tbe Et. Donilnpo treaty in the face of his personal importunities for its suc cess,' exhibited an organized and controlling opposition before the last session was half ex pired, and that organization has been greatly intensified nnd strengthened by recent events. The nnfortuuate and needless issue with Sa na tors Fenton, Pchurz, Sumner, Trumbull, Car penter, Ferry and others has no y become an almost irreconcilable breach, and they will not be in a minority in the Senate while such men as Cameron and Chandler arc the special cham pions of the administration, nnd Butler's arro gant leadership in the House is a crushing load for the President. Morton is disappointed be cause he lost his Slate and had to decline the English mission to prevent llendricta from be coming his successor in the Senate, and he holds the administration responsible for the disaster. Colfax is utterly lost out of sight, and seems to bo unknown and unlolt in the political movements of the capital. He is not in love with Morton, aud in that line the houors aro easy, and he is outride of the confidential counsels of the President. To eave himself he publicly declined a second tirru before the Indiana election, so that he Chcnpes the rebuke that has fallen so heavily upon the administration and Senator Morton. Drake is mortified at the Waterloo defeat tbe administration and himself euffered in Missoui i, nnd he is in far from an amiable mood, lie wanted to vacate his Eeat in the Senate to accept ho Chief Justiceship of the Court of Claims, a liie oflice, but he dare not do so be cause Frttnk 151 air would roar his eloquence from the seat of the Radical Missourian. De frees, the republican Warwick of Indiana poli tics, is not on terms with either tho President or Vice-President, and it hardly in accord with the Republican party. Missouri and Indiana are counted aslost to Republican rule. New York is also given over as hopeless, with as nearly an honest elec tion as is possible under any 'circumstances in Now York city. Hoffman was re-elected by an increased majority; In other words, while his majority of 28,000 in 1808 was held to be wholly fraudulent, he has now 33,000 honest majority. When there was an opportu nity for Republican success by the prevention of Democratic frauds, the attempt to overthrow Senator lent on by administration power rent the party in twain, and doomed it to destruction Pennsylvania is still regarded by most of the Republican leaders as a hopeful State, although all confess that unless its discordant Republican elements can be harmonized it will relapse Into the embrace of the Democracy. Anearnesteffort is, therefore, being made to bring the Keystone 8tate into accord with the administration. The President does not conceal his desire to aecom- pllsh it. He appreciates the fact that he has been mUled into the gravest misunderstanding of Pennsylvania; and had he tbe opportunity to commence his policy with your State again, with the freedom from embarrassments which he felt when Inaugurated, Governor Curtln would be called to the Cabinet, and Cameron would be glad to acquiesce. But he started wrong. He assumed to manage the administration without any respect for the popular will of the party, and every day has but increased bis difficulties. Cameron now has the entire patronage of the State practically in his Interest. His followers and dependants are in oflice, and are potential by reason of their official positions, while thousands of expectants under Cameron's prolific promises swell the paralysing force that is robbing the Republican party of its vitality. To regenerate the party for healthy and successful action, these men would have to be removed, and competent and acceptable men selected as their successors This involves tbe utter destruction of Cameron Being eutirely without popular support, if tripped of the power of plunder he would be helpless and hopeless. He will therefore make a death struggle to save himself, regardless of the consequences to the President, and his death-throes will be of the most violent charac ter.' He sees constitutional reform in pursuit of aim at home, with fearful retribution in its train, and his only hope of political power is In forcing the President to immolate himself on the altar of Lochlel. But the President has decided that he owes something to himself, and he would gladly get free from the slimy embrace of Cameron to-day If he could only tee clearly the best way to do it. . I know that recently the President has con fidentially conferred wit4 sectral prominent Pennsylvania as to the best imans of dimn tangling hit administration from the dead weight of Cameron, and I hazard nothing in tying that before the present moon shall fill her horns other gentlemen from your State, not in the interest of Cameron, will be in confiden tial commuulcatlom with the President, at his request, to aid him in solving the problem of political tnecet in the Keystone Bute. The statement given with an official air, in an assumed organ of ' the administration in your city, that the Presi dent has abandoned the purpose of calling a Fennsylvanlan into the Cabinet, because of the distensions of the party, was not authorized . by the President. On the contrary, I speak ad Tlsedlj when I say that the President earnestly dsiiret to call tome distinguishes Pennsylvanlan into the Cabinet, and the only reason it hat not been done it that Cameron hat always, directly or indirectly, pressed tome mere creature of hit own for the position, trnd no such tnan can Is appointed. Had Colonel Forney been iu any measure faithful to himself, aud to the terribly truthful record ho hag himself written of Came ron's fhamclessners, he oonld now be called to tbe Cnbinet with the cordial support of the party; but his appointment is now beyond tho bounds of possibility, because be would carry with him all the offensive odor of Cameron, in tensified by his own past manly protects against the crime of servile submission to the arch cor ruptlonlst. I believe that before the 1st of January next a Pennsylvanlan will be installed in the Cabi net, and were it expedient I could namo him. He is eminent in point of ability, has ever maintained his manhood In his political actions, it personally and politically bla ncless, and pos sesses great popular strength. He is not a stranger to high official station, and has ever mi dei stood that statesmanship Is uot only con sistent with, but inseparable from, a thoroctgh knowledge of politics. Cameron will not recom mend him, but he will hope "that thrift may follow fawning," and will vote for his confirma tion, and profess to be his eternal friend after he is nominated. I do not conjecture on the subject, I state what I know, when I say that the present purpose of the President is to es cupe the Cameron leading-strings by a politi cal coup d'elal upon tho corrupt power that bus loaded his administration with disgrace in Pennsylvania, and he must bo overruled by bad counsels more potent than any yet presented If he does not act as I have predicted. If he shall falter in his determination, he will surrender to inevitablo destruction, and tho last hope of Republican success in 1873 will bo dis sipated. A few weeks will determine whether the administration has the vigor and sagacity to redeem itself. The turning-point is very close at hand, and the President must either succumb or declare himself master of the petty political pretenders who have obtruded their counsels upon him and monopolized his , patronage. If the programme of political regeneration and respect for the popular will shall be adopted, as . now seems certain, nearly half the present Cabinet will retire before spriDg, and vigorous, independent Republican statesmen will take their places. If the vul tures who have swarmed around the adminis tration shall continue to prevail in their despe rate struggle for power, the victor of Appo mattox will dim tho bright lustre of his fame by wantonly invoking the reprobation of the faith ful people who honored him for his matchless achievements in the field, and yet rebuked him because he loved or feared those who3c power s a standing menace to public virtue.
