The public balhing-honse, No. 2, was anchored last evening at the foot of Almond Htreet, and will be at once open to all oomors, under such rules and regulations as the com mittee has adopted. Between 7 and 8 o'clock last evening a fire broke out in the tin store of Mr. Warden, No. 68 North Second street, which was dis covered by private watchman Young, and ex tinguished by the Insurance Patrol, under Mr. MoCnsker, but not until it had burnod through from the third to the secoud floor. Last night a colored infant, about two ffionths old, was found drowned in a wash kettle partly iilled with water, at Eleventh and Clinton streets, by the police. The child was promptly rescued and taken to the Fifth District (Station House, where it died in a fchort time. No arrests were made and no l ae was obtained to either theparonts or per sons who placed the iufant in the kettle. Charles P. Smith had a hearing yester day at the Central Stution charged with wilful neglect of his children, one fifteen months old, the olhor six weeks, who were found by ItVieer Heeder lockod up in an up-tairs room, at No. 121M Fitzwatcr htreet, both of them, as alleged, in a half-starved condition. The Government was How doing everything to enforce the observance of neu trality, but the British power was restricted, to British, waters. . London, Aug. 1. Preparations for war on the part of Prussia are being carried on with great activity. - Trenches have been opened two leagues from Cologne. ' Mayence is in a state of siege, and is occupied by 25,ooo soldiers. Large rafts are descending the Ilhine at all hours with provisions and military muni tions between Mavenoe and Coblentz, and a formidable amount of war material and an immense body of troops have been collected. 'In consequence of new instructions from the War Office, there will be an entire change of tactics. Henceforth there will be no open campaign. The country between Coblenta and Mayenoe is entiroly cut tip, in this fashion: This new system of defense requires a new mode of attack, hence the delay of the French advance. A Prussian corps baa been stationed as a curtain to the Black Forest. The principal foroes are con centrated in a triangular section of country formed by the rivers Rhine, Moselle, and Sear. The last two rivers form a line of do-fenRp.-'The left of the army rests on the Ilhine, near Landau, and the right stretches out to Moselle, near Treves. It is believed Prussia will raise her army to a million and a quarter and advance on France. The day after the declaration of war Moltke said if Napoleon had not marched to the Ilhine by the 21st, he would never cross above May once. Saar-Louis had been recently fortitied, and served as the centre. In case of necessity, the Prussians can fall back on Mayence and Coblentz, which protoct the passage over the Ilhine, and behind which they have a formidable corps in reserve. Farther particulars of the Silver Spray disaster have been received. It is now ascertained that there were forty live persons on the boat. Of these twenty fix have been found, two of whom have since died. Out of nineteen roustabouts, only Fove n recovered, live of whom are severely wounded. Four white ones wero lost, also a German, who got aboard hero by mistake and rtfused to go ashore in a coal bnrge. Two cabin boys and a chambermaid are also known to be lost. Anton Sheport, wife, and child were saved. Itichard Eoyle, watchman; Henry Ilowfclon (colored), porter; and" Wil liam I) on can were severely wounded. The City of Actin, which arrived here at noon, briugs no additional particulars save that the wreck of tho barge was still burning when Khe passed. Soon after their arrival here Fnginoers Ash ford and Meredith, Mate James Corcoran, Car renter Wade, and Pilot E. Patterson, went before Captain Washington, Local Inspector, and made written statements to the effect that while the boat lay here her boilers were carefully examined and the Hues cleaned, and everything was in good condition, At 1 1 o clock Ashford tried the w'. " ex amined the boilers, and was oiling tho ctaa' wrists when the explosion occurred. In an instant nil was darkness, and until the boat took lire nothing could be seen. The debris of tho wreck so piled up on the furnaces that the tiro could not be extinguish ed. L. W. Gill, deck hand, says the fire was caused by a falling lamp from the cabin after the explosion, after which the people all took to the barge, but the wreck of the cabin fall ing over on the barge it took fire, causing the people, bnrned and maimed, to rush into the water. The explosion blew the freight towards the barge, so that hawsers could not be cut. The survivors speak in the warmest terms of the conduct of the people on Bhore, and the offi cers, ciow, and paasengers of the City of Cairo. A portion of the wreck has been passing here this afternoon. SINGULAR "ACCIDENT A i hlld Kail from a Porrh mnrt In Intituled on a JjarKe Mall. - A singular and shocking accident occurred lu Caroudclct Thursday afternoon, by which Otto J. 13 ell, a child four years of ago, was instantly killed. Tho mother of the little one left him playing upon a back porch while she attended to the household duties, and did net know that anything was amiss lor nearly two hours. On descending to the back yard for a pail of cistern water, she found her boy lying there with a large nail or spike, which protruded from a piece of timber, driven through his skull and into the brain. The boy was of course quite dead, and had apparently been so for some little time. From the appearance of the yard it was evident that tho child had climbed upon tho railing of the porch and fallen to tho grouud below. The grief of the mother at so unex pectedly finding the dead body of the child, whom she had left in the best of health and spirits but a little time before, can better be imagined than described.
