Dr. Aken, late of Princeton College, was yesterday installed as President of the Union College, Schenectady, N. Y. Among the bills approved by the Presi dent yesterday was that deolaring the pro posed bridge between Philadelphia and Cam den a post ronte. In the United States Senate yesterday, after the close of onr report, the Tax-Tariff I ill was considered. Mr. Yates' amendment prohibiting all duties on sugar, tea, and coffee was rejected. The House paragraphs relating to the duties on sugar were then stricken out. .Various other amendments were adopted. Pending discussion of the paragraph imposing fifty cents ;per ton on bituminous coal and shale, the Senate ad journed. In the House the Sundry Civil Appropria tion bill was passed. Mr. Garfield called up the conference report on the Currency bill, pending consideration of which the House fcdj our ned. Foreign Affairs. Something like order again exists in Ccrk. William Hale, Archdeacon of London, died yesterday. The canal through the Isthmus of Corinth is to be commenced at once. An American has offered to buy the resi dence of the late Charles Dickens. There is a strike of the journeymen t f.kers in Paris, and bread in consequence is tilvancing in price. Earl Granville, it is again stated, will succeed the late Lord Clarendon as Minister of Foreign Affairs. His successor in the Colonial Office will probably be the Hon. Chichester Fortescue. The following letter from the President to Senator Nye, chairman of the select commit tee appointed to investigate the charges in the memorial of Davis Hatch, fully exonerates General Babcock from all charges of having gone beyond his orders in the negotiation o . the San Domingo treaty: Executive Mansion, Washington, D. C, Jcne 27, 1870 Sir: In reply to your letter of to-day I am pleased to inform yon that General Babcock did not exceed my wishes or ay verbal instructions to him in connection with the confidential basis. General Babcock was cent to San Domingo to ascertain so far as he conld the wishes of the Domini can people and Government with respect to annexation to the United States. If he found them favorable he was directed to ascertain the terms on which they desired annexation. He brought the confidential basis, which was not binding or intended to be binding upon either Government, unless each saw fit to continue the negotiations. It centains a clause making it null and void unless accepted and carried into effect. I also directed the Secretary of the Navy to send by General Babcock such instructions to the commanding officer of the United States steamer Seminole as would direct him to seize the Telegrafo if found on the high seas, and send her td Baltimore for adjudica tion, she having interfered with our mer chant shipping. In transferring these in structions to the commanding officer of the Tuscarora, General . Babcock did no more than was his duty. General Babcock'a conduct throughout meets my entire approval. The most destructive oil fire which ever occurred in this city is now raging near the Sharpsburg bridge, in the Eighteenth ward. At 3 P. M., during a terrible rain storm, in which houses were blown down and trees uprooted, 20,000 bar rels of oil in a tank, belonging to the Eclipse Refinery, was struck by lightning ; another tank, belonging to the Citizens' Hennery, was ttrucK at tne same time. The Eclipse tank instantly exploded, the burning oil running towards the river, and burning all the buildings, including Dr. Tweedle's house, and setting fire to tke Sharpsburg bridge, which was totally de stroyed. The Citizens' Itefinery, with one tank of crude oil and a warehouse, were burned. Forsyth & Brothers lose one tank of So00 barrels of crude oil. The Astral works f John B. At the Walnut the last performance of the season Is announced for this evening. This is sooner than was anticipated by several days, but the fact is the weather is so dreadfully warm that few persons have the courage to go to the theatre to see even a good performance. The Lancers is a really entertaininz piece, and it is admirably represented. If it had been brought out earlier In the season, it would un doubtedly have achieved a great success. Those who can stand the thermal pressure will enjoy a visit to the Walnut this eveninz. The perform ance will commence with tbe farce of 2'lie Laughing Hyena. At the Arch the variety combination is drawing very fair houses, in "spite of the hot week. Amusement-Beckers will patronize an entertainment of this kind when the legitimate drama will not attract a corporal's guard. At Duprez & Benedict's Opera House Miss Florence Ellis, otherwise the "Infant Sappho" why Sappho? is giving a series of entertainments that are novel and entertaining. Sbe is a little lady of decided talent, and her imitations of celebrated actors are certainly re markable. With reference to Notice to Mariners No. 20, dated February 18, 1870, respecting the establishment of a Telegraphic Station Vessel, by the International Midcbannel Telegraph Company, on the entrance to the English Channel: Notice Is hereby given that the ship (Brisk) is now moored In position on the Admiralty Patch, In lat. 49 ti g. 20 nun. 30 sec. N., long. 6 deg. 17 min. west of Greenwich. From the Telegraph Shin Bishop Rock light-house bears N. by E. distant 83 miles. Wolf Rock bears N. E. x E., distant 40 miles. Land End bears N. E. The vessel is painted black, with the words "Tele graph Ship" in white letters on her sides ; she has three masts, and at the top of the mainmast a large black cone will be hoisted during daytime, and a powerful globular light at night, elevated 30 feet above the sea, which in clear weather should be seen from a distance of 6 miles. A flare-up light will also be shown every 15 min utes during the night, from an hour after Bunsut to an hour before sunrise. During foggy weather, day or night, a bell will be rung cont'nuously for half a minute every quarter of an hour, and until the 1st day of October, 1870, a gun will be tired every quarter of an hour, and after that date every hour.
