There are evidences everywhere In the northern hemisphere of glacial move tueuvH, luuicaung me pievaience of a tempera ture much below that which now prevails; and the published account of the visit of Agasslz to the southern hemisphere shows that the same evidence ot glacial action exists there also. This savan intimates that thcee glaciul move ments are periodical, and that they occur once In about 250,000 years. Now, let us call to mind that tropical plants arc found in the coal series in high northern latitudes, where it is now perpetual winter, and the appearance also of animals of tropical habitudes even down as lato as the Tertiary period, and we have a difficult question presented for consideration. Hitherto, so far as I know, geologists have been unable to give a satislactory solution to these phenomena, and I am persuaded that thev can only be explained upon astronomical principles; a hypothesis which is not only sufficient to ex plain to any reasonable mind tbe geological phenomena to which I hae alluded, but also the enigma of glacial action, which appears to have spread over so wido a surface of the globe. In presenting my views upou this subject, I will assume tirst, that a body once put in motion will continue in that motion until arrested or turned aside by a power equal to that which put it in motion; that is, it will not change its direc tion without a cause. This U an unvarying law which governs all matter. Second, that motion thus communicated to bodies may be simple or compound, and in either case will obey this law of nature. Third, that the earth bus three dis tinct motion, lrom neither of which it will swerve without a euflicient cause. These mo tions of the earth niay be defined as follows: The first is the diurnal or rotation upon Its own axis, and measures our days ana nights; the second, the annual or orbital, and measures time by completing its circle around tbe sun. Both o these are so otten repeated within the ordinary period of the lite oi man, that we can readily comprehend their extent aud magni tude. The precession of the equinoxes, which requires about 25,808 years to complete an entire revolution, is not, in the sense we are consider ing, a proper motion ot the eaitb; it is rather a want of sufficient velocity to bring the eartli to the exact point in the zodiac from which it proceeded the previous jear, by fitty and one tenth seconds. But is there not still another motion of the earth, and, ii so, is there any reason why such motion should not be continu ous r I will assume, then, that there was a period in the history of our planet when the pole was at right angles to the plane of the ecliptic. We may then ask, What would have been the influence of such a condition on the climate of the globe ? The only answer that ean be given is that every portion of its surface would have been daily exposed to the light of the un, and perpetual summer would have reigned over its entire surface. This condition, or something analogous thereto, must have been experienced during the carboniferous period ot geology; for we find the same tropical plants wherever the coal series have been ex plored, whatever may be their geographical position. And the same may be said of the mollusca found embedded in the series both preceding and succeeding the carboniferous epoch. But such a condition of things is tin possible with the pole of the earth inclined twenty-three detrrees above the plane of the ecliptic. We now experience perpetual winter at the pole that is, the summer is too short for the elevation of the temperature to that of , anmmer.
