The Xcw Tax Iav. The Tax Bill passed the last session of tlu-Lci-daturc contains, among; others, the following provisions: The County Commissioners are requir ed to assess or cause to be assessed, for the use of the Commonwealth, upon all stages, omnibuses, hacks, cabs, and other vehicles., used for transporting passengers lor hire, &c, three mills upon each ard rvery dollar of the value thereof. It is made the duty of assessors to re quire of every person, firm, or company, a statement, showing the aggregate amount due him, her, or them by solvent debtors, :md the Commissioners are to assess a tax upon the amount thereof, the same as upon other property made taxable by law. When pesons refuse or neglect to fur-nir-Ii such statements, they are liable, in each cae, to a fine of one hundred dol lars, and it is made the duty of the com wissioners to add fifty per cent to the a inount returned, and then proceed to levy the tax aforesaid upon the whole amount thereof. Walker and Marcy retain their present position. Axti-Si.avery Lecturer Killed. An Anti-slavery lecturer, named David Officer, was killed on the 5th inst., while lecturing at. Shanesville, Tuscarawas county, Ohio, by David M. Mains. The latter was drunk, and had been put out of the meeting; he ruturned with a brickbat in his hand, and threw it with such vio lence against the head of Officer, that his skull was completely shattered.
