The convention of 400 Penn sylvania land and water conser vation officials will be jointly sponsored hy the State Soil Conservation Commission and the Pennsylvania Association of Soil Conservation District Directors. Amos Funic of Millersville Rl, Chairman of the Lancaster County Soil Conservation Dis trict, pointed out that conser? vation programs designed to meet the needs of an America that was largely rural at the time must be adapted and up dated. “Today’s conservation pro grams,” Punk said, “must be geared to resource development not only on farms but on land lield by suburbanites, indus tries. and public agencies.” Funk said ithat serious eros ion and water management problems on non-agncultural land require new educational techniques and services m ad dition to traditional land planning procedures developed by soil conservation districts for farmeis. The State Soil Conservation Commission will hold a meet ing in conjunction with the conference, according to Leland Jt. Bull, state agriculture sec retary and chairman of the Commission. Conference hosts are Ithe directors of the Coun ty Soil Conservation District. The Conference is expected to be the largest ever held in the state, according to Donald Ste phens of Belle Vernon, Fayette chan man. Surface soil moisture was sufficient throughout the Key stone State as a result of snow melt but sub-soil moisture is still short, following last year’s drought, in many areas. There fore normal or better rain fall will be needed during growing season to keep crops growing. Based on an estimated yie’d of 29.0 bushel per acre on 504.000 acres the 1963 wheat crop is expected to total 14,- 616.000 bushels. If realized this will be 16 percent above 1962 production but consider ably below average and the third lowest of record - ex ceeding only the 1961 and 1959 crops. Wheat fields came through the bitter cold winter in gen erally good condition as snow cover offered adequate protec tion except in localized areas where wind swept fields tree ot snow. Heilman, act ing county librarian said this week. The complete bookmobile schedule has been changed with many of the smaller stops being dropped, larger, stronger stops retained and patrons'en couraged to patronize the new locations, she said. “In an effort to serve more people more effectively we are planning to make some book mobile service available within a five to ten mile radius oi each atop, and to stop longer per iods at each Ideation. You are encouraged to keep the list of all stops and time periods han dy, and to use any which seem convenient to you alt any time.” 'Locations and days are plan ned in such a way that the bookmobile will 'be in some part of each quarter of the county four days per month.
