But this privilege against self incrimination has been held by the Pennsylvania courts to mean incrimination by speech or the equivalent of speech and has been held not to exclude a person’s body as evidence when it is ma terial. Department of Agri culture has announced that the rate of interest payable on certi ficates of interest issued by the Commodity Credit Corporation to banks and other financial institu tions for financing 1958 crop price support loans will be increased to 2V? per cent per year, which start ed on Sept. 18. The increase is from the 1% per cent rate of interest which has been in effect heretofore for 1958 crop certificates. The increased announced re cently is to bring the intrest rate in line with current rates on com parable short-term government and commercial borrowings, and to encourage private financial in stitutions to retain their invest ment in the loans. Lending agencies which in vest funds in CCC Certifi cates of Interest dated Sept. 18 or later will receive in terest at the rate of 2Vi per cent per annum.
