Small Commercial Users Get PP&L Refund In response to queries on the Superior Court decision,on $3.8 million refund to company cus tomers, Charles Oakes, board chairman of PP&L, said the deci sion was related to past rates for electric service which were In elect from Aug. 12, 1952 to Feb 28, 1955 Oakes explained that, the com pany had accepted the Pennsyl vania Public Utility Commission’s older for the refunds a year ago and had been holding such funds pending the court decision This decision was only concerned with the issue between certain jndus tual customers and the Commis sion as to what classes of cus tomers were entitled to this re fund. Oakes said, ‘The refund had its sources m a 1954 court order changing previously recognized rate-making principles.
