CONSTITUTION AND BY = LAWS "Of The Pennsylvania State Col= lege Athletic Association — Proposed for Adoption Sep= tember, 1904. ARTICLE I Name and Departments. Section I. This Association shall be known as “The Pennsylvania State College Athletic Association, ’’ and shall be divided into three depart ments:—Foot Ball, Base Ball and General Athletic. Sec. 2. The General Athletic De partment shall include all sports ex cepting foot ball and base ball. ARTICLE II Membership. 'Section 1. This Association shall consist of active and associate mem bers. Sec. 2. All regularly matriculated male students of the College who have paid the athletic fee are active mem bers. Any male member of the Fac ulty, an Instructor, or an Alumnus of the institution may become an active member at any time upon the payment of the regular dues to the Treasurer, and having his name recorded by the secretary. Whenever an active mem ber shall fail to pay his dues he shall forfeit his rights as an active member. Sec. 3. Associate members shall consist of all former members of this Association, all Alumni members of the Faculty and corps of Instructors. Sec. 4. Both associate and active members may attend meetings and have equal rights to the floor, but vot ing shall be confined to active mem bers. ARTICLE 111 Officers. Section I. The officers of this As sociation shall be a President, a Vice President, a Secretary, a Treasurer, and an Advisory Committee. THE STATE COLLEGIAN Sec. 2. One year shall constitute a term of office. Sec. 3. The election of these offi cers, excepting the Advisory Com mittee, shall be held on the second Monday in May. * ARTICLE IV. Duties of Officers. Section I. It shall be the duty of the President to preside at all meet ings, to expound the Constitution and By-Laws, to enforce a due observance thereof, to decide upon all questions of order, to call -meetings, to appoint offi cers and committees not otherwise provided for, to fill temporary vacan cies, and to issue orders on the Treas urer for bills not belonging to either of the three departments. Sec. 2. In the absence of the President, the Vice President shall perform all of the duties of that officer. Sec. 3. It shall be the duty of the Secretary to keep, in books pro vided for that purpose, full and com plete minutes of the proceedings of the Association and a complete and correct list of the various games and sports of the Association together with dates and names of players. His list of active members, other than those given in the catalogue, shall be kept. He shall carry on all correspondence not within the province of the other de partments. Sec. 4. It shall be the duty of the Treasurer, who shall be a resident member of the Alumni or of the In struction force, to receive ail dues, to receive donations, and from the Managers, the net receipts for all ath letic events; to keep full and correct account of all money received and paid out, under four separate heads: Asso ciation Account, Foot Ball Account, Base Ball Account, and General Ath letic Account. Under the head of the Association Account shall be entered all items not belonging to either of the other three accounts. He shall pay out money from the several depart ment accounts upon written orders from the respective Managers. He shall not transfer money from one account to the other without a two-thirds vote of the Association excepting at the end of the collegiate year for the purpose of balancing accounts and clearing off the indebtedness of any or all of the departments. Sec. 5. The Advisory Committee shall consist of three members wh 3 shall be local Alumni, and who shall be elected at the annual meeting of the Alumni Association, and two members who shall be members of the Faculty (including Instructors), local Alumni or former Students, or members of the Senior Class, who shall be elected early in the Fall term at a meeting of the officers of the Athletic Association. It shall be the duty of the Advisory Committee to examine the books of the Treasurer, as v/ell as those of the several Managers at the end of each term, or whenever so directed by the Association, and m each case to report to the Association , and to advise the several Managers and officers. The five members shall have equal rights. ARTICLE V. Elections. Section 1. All elections shall be by officially printed ballots. Sec 2. Each member shall cast his ballot in person. Sec. 3. The candidate receiving a majority of all legal votes cast shall be declared elected. Sec. 4. If on the first ballot no candidate has received a majority of all legal votes cast, on the second ballot all excepting the two candidates receiving the highest number of votes cast, shall be dropped. Sec. 5. At least twice as many persons shall be nominated for each office as are reauired to fill it. Sec. 6. A notice of meeting for nominations must be posted by the President one week before said meeting. Sec. 7. All nominations shall be published by the Secretary at least one week before election. Sec. 8. When a vacancy occurs in an office, a successor shall be elected as soon as possible.
