Administrative and exempt studies are taken unanimously and cause no harm to the study subjects, according to Light. Expedited surveys are not unanimous, however, and can consist of elements of physical testing as well as true animal research. Studies such as animal research and other surveys involving human participation which may involve violations of humane laws must be approved through University Park. "Most surveys are approved right here at Behrend on the same day they're submitted," said Light. WASHINGTON -- The Federal Reserve Board, in a new bid to stimulate a sluggish economy, announced Tuesday it was reducing the amount of money banks must hold in reserve. The action could make more than $8 billion available for new loans. The Fed said it was cutting the required reserves from 12 percent to 10 percent on April 2. PITTSBURGH California University of Pennsylvania administrators are investigating student complaints about a class with an unusually high failure rate: 33 of 37 students received poor or failing grades. Professor Edward Brown handed 22 F's, 11 D's and four C's to students in his Minority Group Relations class and refuses to explain why those grades were given. Local ERIE —Police are trying to piece together events that led to two suspected arson fires and the shooting death of a Lake City man. Larry Morgan, 47, was found in The Paradise Health Club, 1006 East Lake Road, with a gunshot wound to the head. Police said Morgan was the manager of the Paradise Health Club, Inc., one of two buildings that burned early Tuesday morning. Morgan was a partner of George Askins, who owns Partners Tavern, 4712 East Lake Road, the second building that burned almost simultaneously with the health club building. The tavern has long been associated with topless and exotic dancing. So v far, investigators are treating Morgan’s death as a homicide until further investigation reveals otherwise. ' Page 3
