Army pulls plug on ROTC program
Behrend one of 50 schools cut
by Shirl Climpson
Collegian Staff Writer
Next fall Behrend will no
longer have a Reserve Officer's
Training Corps program.
The announcement was made
over the summer by the United
States Army which, like many
government agencies, is being
forced to cut some of its
programs.
Captain John McCarthy,
ofificer-in-charge of Behrend’s
ROTC program, says Behrend's
elimination is the result of
program cutbacks. McCarthy said
the Peace Dividend also plays a
major role in the ROTC pull-out
In times of peace, the Army
needs less officers so small
schools who put out a small
number of officers are having
programs cut
Behrend is not the only school
being affected. According to
Captain Gina Fry, a ROTC
instructor at Behrend, SO other
schools throughout the United
States are also having their
programs cancelled and further
cuts may be expected after next
year.

Wintergreen Cafe to add deli bar
Changes will increase service efficiency
by Jim Pierdomenico
University officials expect a
deli bar in die Wintergreen Cafe
to be completed within the next
couple of weeks.
Last month administrators at
University Park approved the
installation of the made-to-order
sandwich bar in response to
several factors.
Due to an increased number of
students eating at the Wintergreen
Cafe during lunch hour, a need
for a larger and more diverse
selection of food has become
necessary. Also, the convenience
store had been stocking many
items that were not filing. The
vehicle as it was parked on the
fire trail near the trout run tube.
Hit and Run
Three hit-and-run accidents
were reported during the first
week of classes.
On August 24, a student's
vehicle parked in the Turnbull
parking lot had its right front
headlight smashed in sometime
between 8 am and 4 pm.
During the night of Aug. 27
another hit-and-run took place in
the Behrend Apartments parking
lot. A male student's car was
struck on the right fender.
unit at Behrend greatly affects the
cadets, especially those with
scholarships.
Cadets will be forced to either
remain at Behrend on scholarship
this year and drop out of ROTC
next year, or transfer to
University Park or another
college with an intact program
next year.
If cadets foillow the second
course of action. Army officials
say the scholarship will go with
them.
Student Cadet Commander
Dean Meiner says that most
students are either going to
University Park of transferring to
Edinboro University and their
ROTC program next year.
Instructors must also cope
with the changes. They have the
next six months to decide
whether thy want to stay in a
ROTC program or transfer to a
different Army unit
Captain Fry is looking at an
ROTC position in North
Carolina while Sgt Keith and
Sgt Crofcheck are also looking
far ROTC positions.
McCarthy says it is too soon
for him to know where he is
going. However, he says an
addition of the deli bar will help
solve both of these problems.
In addition, a second card reader
will be provided in response to
the student traffic jams that form
during the lunch hour, according
to A 1 Vogan, Assistant Manager
of Housing and Food Services.
The convenience store will now
only provide snack items such as
bottled pop, Snyder’s chips, and
Nabisco items in order to male?.

Thursday, September 6, 1990
Damage was moderate.
On August 28, between 9 am 1
and 7:30 pm, a male staff
member's vehicle was struck on
the driver's door. The incident
took place in the Nick parking
lot. An investigation is
continuing.
A faculty/staff parking permit
(#C0925) was stolen from a
vehicle in the lower Nick lot on
August 20. Nothing else was
taken from the vehicle.
ROTC position may not be the
best career move for him.
Inevitably, McCarthy says all
instructors will go wherever the
Army really needs them.
"I have mixed emotions
about this situation," Said cadet
Meiner about the ROTC pull
out. He said he takes pride in the
ROTC program at Behrend, yet
he understands the Army's tight
budget and need far cutbacks.
Meiner views the pull-out as
"one more headache in their [the i
cadets'] lives."
Cadets must decide if they
want to pursue ROTC as an
Army career or if it is simply an
activity for them.
Fry can describe her feelings
in one word, disappointment
"I have only been at Behrend
since March, but the program is
good and has a lot of interested
students for a school this size,"
she said.
McCarthy added that, "Of
course there is a certain amount
of sadness when something
ceases to be." .
Yet he stresses that the pull- 4
out is not negative. It is not
reflection of the program, cadets,
or instructors.
