Student Organization Budget Requests
are due this Friday, March 16. For more information
contact David M. Mahoney at 898-6452.
Attention Graduating Seniors! Cap and
gown orders are due at the Bookstore no later than
Friday, March 16. Cost $l4 for undergrads; extra fee
for graduates for hood.
A food drive is being sponsored by the Top of
the Hill Club during March. Please place all non
perishable food in the box provided at the Rub desk.
Proceeds will help the Emmaus Soup Kitchen feed
the homeless.
All non-traditional students, (returning
adult students over the age of 23) are eligible to
apply for four TOTH $5O scholarships at this year's
Scholarship Awards Ceremony. Applications must
be filed at die Financial Aid Office by March 24.
The information enclosed in the Fall
1990 Behrend Housing Contracts stating that on
campus housing will not be available to current off
campus students who will be graduating after Fall
1990, applies only to those students who are
graduating at the end of Fall 1990, and currently live
off-campus.
"Pictures for the Provost" is an effort to
personalize the urgent need for on campus day care.
Please submit a picture of your children or your story
about your child care needs to the campaign. Please
place contributions in the mailboxes of Dr. Spies or
commuter mailbox #1364. These will be compiled
into a scrapbook and presented to Dr. Lilley in April.
Operation Rice Bowl is being sponsored by
the Newman Association for the hungry of the area.
During Lent, money saved from giving up snacks
can be put in available cardboard Rice Bowls to be
given to the local Food Pantry on Good Friday. For
more information call Mike at 6759 or 6936.
The Most Rev. Michael J. Murphy will
be the Celebrant and Homilist in Reed 117 at 5:30 pm
on Saturday, March 31.
Diehl School needs the help of Fraternities,
Sororities, clubs and organizations on campus to
raise $5,000 for a new playground. For more
information please contact John Downey at 6171.
A bowl-a-thon is being sponsored by Alpha
Phi Omega this Friday to benefit APO and die Diehl
School playground fund. Please sponsor a
participant and support Diehl School.
Alpha Phi Omega is collecting Giant Eagle and
Loblaws receipts to help Diehl School purchase
computers. There are drop boxes in the division
offices and in Student Activities. For more
information contact Smudge Schmidt through the
APO mailbox.
Coffee with the Provost with Dean John
M. Lilley will be held in the Reed Seminar Room at 2
pm on Thursday, March 22.

Safety in campus lot
Student charged for using roommate's phone access code

Criminal charges have been
Filed with the district magistrate
against a student charged with
using a former roommate's
telephone access code to place
long distance calls without
permission.
The value of the calls is set at
$104.81. The victim was
unaware of the telephone calls
until a bill arrived over
Christmas break.
A smoke bomb in the west
stairwell of Perry Hall is believed
to have set off the fire alarm on
February 23.
Behrend police recovered a
stolen vehicle parked in the
commuter lot by the tennis
courts.
On March 7 an officer noticed
a vehicle not displaying a Penn
State registration sticker parked
in the lot. A subsequent
investigation by the officer
revealed that the vehicle had been
stolen from the city of Erie a few
days before.
Erie Police were notified and
the owner was then contacted to
pick up the vehicle later that day.

believes Behrend won the
national award was the great
lengths the Speaker Series goes
to involve the faculty, staff and
students in the selection process.
"Not only does the selection
process make this an outstanding
series," Shields said, "but the
things we do with the speakers
besides the lecture enhance its
quality. Dinners, receptions and
question and answer sessions let
the faculty and students spend
some time with them outside the

Shields said many of the
schools competing for the award
were much larger than Behrend,
ranging anywhere from 15,000 to
20,000 students.
When asked if a large speaker
series budget played any role in
winning the award, he said it
wasn't how much you spent, but
how you spent what you have.
"We have a thematic series,"
he continued. "This year's theme
was 'lnto the 21st Century:
issues for the 1990'5.' All of the
speakers are speaking about
issues that will face the nation,
the world and individuals in the
1990'5.
"Topics for next year's series
have already been kicked around
by the planning committee.

Cruz also spoke of the
education system's shortcomings.
The most demanding is the need
for bilingual teachers.
"Most Hispanic dropouts arc
directly connected to the language
barriers because of the lack of bi
lingual education," stated Cruz.
One solution she proposed is
that existing teachers be retrained
to fill the shortage.
Another practice which has
been used by some metropolitan
school systems is recruiting
education students from Puerto
Rico.

actual fire was discovered.
After the safety of the
building had been established, the
residents were allowed to return
to their rooms.
On Feb. 22 the janitorial
foreman reported that an
unknown person or persons
removed a chair and clock from
rooms in the Hammermill
Building.
The chair is a desk chair,
chrome with black pads and
valued at $200.00. The clock is a
standard wall clock valued at
$35.00.
They've put things down such as
genetic engineering, the right to
die, legalization of drugs - these
are pretty hot topics that are
going to face the nation, so we're
looking for speakers who can
touch on them."
Now that Behrend has the
national award for the best
speaker series, Shields says the
next goal is to hang on to it.
"It's always tough being
number one, because people are
always watching you to see what
you're doing." He added Behrend
is already promoting next year's
series as the "award-winning
Speaker Series" and the title is
going to help bring more
attention and recognition to
Behrend
However, this solution can be
short-lived. According to Cruz,
prospects are enticed by the
money offered and then find that
the cost of living is greater than
what they expected. To counter
act this, Cruz has helped to
establish a "preservice" or an
internship.
As for the large high school
dropout rate among Hispanics,
Cruz said parents should take a
greater responsibility in
encouraging their children from
an early age.
"Save them when they can be
saved," stated Cruz.
