Volunteers in Probation and Parole is an organiza- tion designed to match one citizen volunteer with one offender who has been placed on probation or par- ole by the Lancaster Coun- ty Court of Common Pleas. VIPP attempts to devel- op a positive, helping rela- tionship between the vol- unteer and the probationer or parolee based upon a sense of common friend- ship and mutual trust. The volunteer attempts to be a nonauthoritative friend to the individual with whom he is matched. The volunteer works un- der the supervision of the Court of Common Pleas and the Volunteer Coordin- ator. However, each vol- unteer is free to spend his his time with the proba- tioner in whatever con- structive activities he de- sires. Goals of Volunteers In Probation and Parole 1. To foster a mutual, personal relationship be- tween a volunteer and an offender. 2. To complement and to aid the official work of the Probation and Parole Department. 3. To provide a stable identity figure in the form of a volunteer friend for each assigned individual probationer or parolee. 4. To ease the adaptive move from the criminal sub-culture to a positive, productive, stablelife-style. 5. To intensify the valu- able direct contact with selected offenders. 6. To create a positive opportunity for concerned citizens to aid in reducing the crime rate in general; and to reduce the rate of recidivism (a probationer or parolee returning to crime.) in particular. fe Where Health and Beauty Meet . .. 7.
