council sat in special session
to adopt the budget of-
ficially, and to take its full %
percent, citizens objected.
They were heard but council
was = defensive and
unanimously approved.
Thus, the 1975 budget will
be financed principally by a
14-mill real estate tax, which
is the same as 1974; a $5 per
capita tax, and the wage tax.
Citizens claimed that
taking the added Y4 per cent
of the wage tax will
ultimately deprive the
schools of $120,000. Because
the schools must levy a
uniform tax rate on all
municipalities, the 4 per-
cent also will be lost in
Marietta borough and in
Mount Joy and East Donegal
townships.
To make up that deficit, it
was argued, it will be
necessary to raise school
taxes in all municipalities
approximately eight mills.
At the same time, Mount
Joy’s needs could be met
with an increase of only 4
percent plus increase, it was
asserted.
Thus, the logic was, Mount
Joy citizens could have a
total tax (school™ and
borough) of four mills less if
the Y4 wage tax is left with
the school and a four mill tax
added by the borough.
The somewhat involved
mathematics was not ac-
cepted by councilmen, who
were urged to raise garbage
collection taxes rather than
to claim the Y4 percent.
Council argued, however,
that upping the garbage fees
adds to the - homeowners’
total cost in about the same
way that tax millage in-
creases the costs.
Carl Richard Hallgren had
prepared for reading, an 800-
word statement detailing
opposition which a number
of citizens expressed. The
letter was read by Council
President Warren H. Foley.
Only one speaker — Jack
Matoney — advocated taking
of the full 12 wage tax by the
borough.
Councilman Richard
Pfeifer attacked a $18,500
budget item for fire
December 18,1974
protection (6.7 percent of the
total) stating that a heavy
percent of fire calls an-
swered from Mount Joy are
to locations outside the
borough and said that 50
percent of the costs of fire
control can be charged to
those responses. ‘‘We are
making a big contribution
for our neighbors,’”’ he said.
Borough Manager Joseph
Bateman, in defending the
budget, said that as the
budget for 1976 is envisioned,
he sees a two-mill tax
reduction in that year.
He also sees a $304,000
+ budget for 1976.
In other business Tuesday
night, council amended its
recent parking meter rate
increase ordinance. to
provide 30 minutes of
parking time for 5 cents
instead of only 12 minutes for
the same amount.
Meters now will give no
time for a penny, but will
accept and not return the
coin; 12 minutes for a nickel;
60 minutes for two nickels or
a dime; 90 minutes for three

dime, and 120 minutes for 20
cents in any combination of
nickels or dimes.
To change the inside meter
mechanism, to alter the
ordinance and to reprint
instruction stickers is ex-
timated will cost $860. A
spokesman for - the Mount
Joy merchants — Don Yingst
— said that a $200 con-
tribution toward that cost
will be made.

This year I'm going to give my
wife something worth $50 —
guess it’ll have to be a $100 bill!
