THE VOL. 73 NO. 46 HO Rotarians 75 Attend Amul District 739 Conference As many as a score or + more members of the Mount Joy Rotary club and their wives, headed by President David E. Schlosser, are expected to attend sessions of the organization's 60th annual district conference. To be held April 26 and 27 at Harrisburg, the conclave will include representatives from most major cities and communities in central Pennsylvania, comprising Rotary District 739. Official hosts will be George Reimer of New Cumberland, District Governor, adn Robert J. Delaney of Harrisburg, conference chairman. Between five and six hundred Rotarians and their wives are expected to attend sessions. There will be sightseeing and fashion shows for the ladies and golfing and tennis, as extra activities, for the men. Sone controversial issues concerning mem- bership and attendance requirements will be discussed. Council Sifts Applicants For New Boro Manager Selection of a new borough manager for Mount Joy to fill the place left by the resignation of George Ulrich, is not yet, but is nearing! From a field of ap- proximately 300 applicants, the Borough Council is making its first winnowing - choosing and discarding. Three formal meetings of the council’s selection committee have been held, the most recent on Wed- nesday night, April 10. Until about two weeks or 10 days ago there had been relatively few applications but by early last week the number had swelled to about a score. At present, councilmen are anticipating that there probably will be an interval of two or three months between the time Manager Ulrich leaves, on April 26, until a new man can be selected and finally in- stalled. It was revealed last week that at least one applicant is a Mount Joy resident. It has been asked, ‘“‘How are applicants attracted to seek the job?’ One of the principal sources for finding qualified possible managers is through advertising in trade publications which are circulated to municipalities across the country. These magazines normally print numerous advertisements by boroughs, towns, cities, townships and other who are in need of trained people to administer at various levels of government. Ulrich, after serving Mount Joy for nearly three years, has resigned to accept a position with a township at the edge of Sharon,Pa. 4-H Club Organizes The E’town-Donegal Community club was organized Tuesday, April 2, at the W.I. Beahm junior high school. Ginrich will be at the borough building Friday night of this week. He will be available between 7 and 8:30 p.m. to talk with any person who has a matter of cogcern which involves Mount Joy Borough. Study Apple Tree Alley Traffic How to comfortable handle traffic on Apple Tree alley long has been one of the worrisome problems of Mount Joy borough. Although no decision has been made, one of the proposals being given serious consideration by borough Council proposes a **No Entrance’’ arrangement at Market street. One of the principal problem spots is at the “fire house” corner, where on occasion traffic is disrupted as vehicles attempting to enter and exit come into conflict. The proposal being studied would prohibit either left or right turns off Market onto Apple Tree Alley. But, any traffic originating at any point on the alley either west or east of that point may exit there. At its monthly meeting on April 8, council voted to make Patterson alley traffic one-way south and ‘‘Sloan’s’’ alley, one way north. Both alleys are only one block long from Main to Apple Tree Alley. APRIL 17, 1974 TEN CENTS Borough Enacts New Bicycle Law Amendment at Special Session Meeting in special session Monday night, April 15, Mount Joy Borough Council passed on final reading an amendment to the town’s bicycle law. Basically, the amendment provides that bicycle fees and registration shall be on a two- year cycle instead of a one-year basis, as in the past. Only question raised to the amendment passage was whether or not bike riders must carry with them, at all times, their registration certificates. It was explained that actual posession is not the important feature of the action. Reports for Duty Marine PFC Charles N. Grimsey, son of Mr. and Mrs. Edward G. Grimsey, 212 Pinkerton Road, has reported for duty at Marine Corps Air Station at Cherry Point, N.C. Ney,’ after being asked - to show that he did have a registration as required by the ordinance. Council, for an hour, heard arguments concerning whether or not to approve proposed sub-division plans submitted by Jones & Zink for a development south of Donegal road and west of Market avenue, to be known as Pennsybury Manor. Although other items. were involved, the matter of how drainage of surface water from the area is to be han- dled was the major problem. Engineers have provided that water from the development area be discharged through a drain under Donegal Springs road — as it presently does — but through a larger pipe. Objections have been raised to the amount of water which will flow onto two vacant lots on the south side of Donegal Springs road and then flow farther down the drain pattern. The matter was tabled for further study. The public Utilities Commission has notifed the borough that a hearing will be held Thursday, May 23, in the county court house concerning the railroad bridges over the Penn Central tracks which are (Continued on Page 8) Eva Glattacker Represents DHS For “Law Day” Eva Glattacker, 126 West High Street, Maytown, represented Donegal high school at the ‘Day In a Law Office Program,” sponsored by the Lancaster County Legal Secretaries Association on Wednesday April 10. Eva is a senior secretarial student who is interested in becoming a legal secretary and hopes to pursue a career in the legal field. An innovative idea this year is to place the students in a local law office or in the community of their home high shcool. Eva was hosted by Mrs. Robert Eshelman in the office’ of District Justice Raymond B. Knorr, 70 East Main Street, during the morning and afternoon working hours.
