ORDINANCE NO. 360
AN ORDINANCE OF THE BOROUGH OF MOUNT
JOY, LANCASTER COUNTY, PENNSYLVANIA
DECLARING ITS INTENT TO FOLLOW THE
RETENTION AND DISPOSITION SCHEDULE FOR
MUNICIPALITIES PURSUANT TO THE ACT OF
JANUARY 18, 1968, P.L. 961, ACT NO. 428, KNOWN AS
THE MUNICIPAL RECORDS ACT.
BE IT ORDAINED AND ENACTED by the Borough
Council of the Borough of Mount Joy, Lancaster
County, Pennsylvania, and it is hereby enacted by
authority of the same, as follows:
WHEREAS, the Act of January 18, 1968, P.L. 961,
known as the Municipal Records Act, authorized
municipalities and officials of municipalities to dispose
of certain papers and records pursuant to a retention
and disposition schedule approved by the Local
Government Records Committee; and
WHEREAS, the Borough Council of the Borough of
Mount Joy has determined that it is in the best in-
terests of the Borough and the citizens of the Borough
that the Borough of Mount Joy establish an effective
record management system and dispose of records and
papers considered to be of little or no value.
THEREFORE, the Borough of Mount Joy hereby
intent to follow the Retention and
Disposition Schedule For Municipalities as approved
by the Local Government Records Committee pur-
suant to the Municipal Records Act, and that each in-
dividual act of disposition of Borough records shall be
approved by resolution of Borough Council.

HANNAH GINZBARG,
WILDERNESS LOVER
How much is a river
worth? It’s hard to put a
price on a river. But Hannah
Ginzbarg of Pasadena,
Texas, knew that once you
lose one, you'll never get it
back.
So she took up the cause of
saving 12-mile-long Middle
Bayou, outside Houston,
after the tragic death of her
friend, Armand Yramategui,
of the Texas Conservation
Council.
Mr. Yramategui had been
scheduled to testify before
the Harris County Com-
mission against turning the
wilderness river into a storm
sewer for home developers.
Mrs. Ginzbarg testified in his
place.
She took on major op-
ponents, including a large oil
company. She also organized
canoe trips downriver for
newspaper reporters and
television cameramen. They
saw, and showed the public,
the last wilderness tract in
the area - a tangled thicket of
trees, bushes and wild
flowers that sheltered deer,
alligators, turtles and
herons. The clean waters
teemed with crabs, shrimp,
redfish and spotted trout.
Mrs. Ginzbarg wrote
articles in newsletters and
magazines and penned guest
editorials in weekly papers.
After three years, Hannah
Ginzbarg, supported by an
aroused public, got the
federal government to help
fund a survey and then
purchase a 956-acre tract
along the river. She was
responsible for raising
several million dollars to
match the government
