According to the citation: Colonel Smith, tran- sportation corps, distinguished himself by meritorious per- formance of duty as chief, Requirements Division, Office of Assistant Director for Personnel Operations and Chief Personal Actions Office, Enlisted Per- sonnel Directors, Office of Personal Operations, Depart- ment of the Army, Washington, D.C. from October 1969 to July 1972. His outstanding per- formance of duty throughout this period reflects great credit on him, the Office of Personnel Operations and the Department of the Army. Colonel Smith is a native of Maytown.
