Towing and Storage of Illegally Parked Vehicle , (as those terms are defined in Section 1.1 hereof) which is parked on any street, alley, or roadway of the Bor- ough of Mount Joy for four (4) periods of forty-eight (48) consecutive hours, whether or not said four (4) periods are consecutive, shall not only be illegally parked under Section 1.1 hereof, but also may be towed away by the Borough at the owner’s expense and stored at a place designated by the Borough. (a) The place of storage shall be bonded or insured in an amount adequate to idem- nify the owner of the impoun- ded vehicle against loss, in- Jury, or damage to the vehic- e. (b) The owner of the vehicle shall be charged for the cost of towing and one dollar ($1.00) per day for storage. (c) The Borough shall, within twelve (12) hours from the time of removal of the vehicle, give to the owner no- tice of the removal of the ve- hicle, the places from which and to which it was removed, and the reason for its remov- al. (d) The payment of towing The Borough of Mount Joy and storage charges by the ER a owner of-the vehicle, unless such payment shall be made “under protest’, shall be final and conclusive, and shall con- stitute a waiver of any right to recovery of the money so paid. (e) If the towing and stor- age charges are paid by the owner ‘under protest’, then the owner shall be entitled to a hearing before a justice of the peace to determine wheth- er the vehicle was illegally parked under this section. At such hearing, the owner shall receive such notice is required in other cases of summary of- fenses and shall have the game r'ghts of appeal. Section 1,3. Repairing Veh- icles Prohibited on Streets, Alley, or Roadways of the Borough. Repairing any mo- tor vehicle or other vehicle (as those terms are defined in Section 1.1 hereof) while parked on any street, alley, or roadway of the Borough of Mount Joy Shall be prohibit- ed, except that the following repairs and types of repairs shall not be prohibited: (a) Emergency repairs necessary to prevent obstruction of traf- fic; (b) emergency repairs nec- essary to permit removal of a vehicle from a street, alley ,or roadway; and (c) minor re- pairs, such as tire chages. Horst of Fishburn’s United Methodist church, Hershey, entertained the group. He pre- sented a very interesting pro- grm of illustrated Christmas stories by using puppets. He also played Christmas Carols on the trumpet, with cow bells and on the piano. Fol- lowing this the group sang Christmas Corals.
