One of my colleagues got
himself quite a bit of public-
ity recently by getting thrown
out of the Soviet Union. It so
happens that I feel rather
close to that incident because
he serves with me on the
Education and Labor Com-
mittee, and it was a commit-
tee trip he was on which took
him into Russia. In fact, ii
was a trip that I was invited
to take, and maybe I even
should say strongly encourag-
ed to take.
I turned down the chance
to travel to Ru-sia for sever-
al reasons. However, foremost
among my concern was that
I was not sure the purpose of
the trip justified its cost. The
purpose was to study educa-
tion in the Soviet Union so
that we could evaluate the
strengths and weaknesses of
their schooling system.
But how much can a hand.
ful of Congressmen learn in
a few days of visiting? 1
doubt very much, bz2cause in
Russia, particularly, they
were certain to be srown on-
ly the best eamples of what
the Soviet system doing.
And that does not give the
kind of perspective needed
for meaningful evaluation.
In my opinion, if some good
information about Soviet
schools really required,
there are cheaper but much
more effective ways of obtain-
ing it. Some in-depth research
by our committee staff from
publications and documents
readily available would al-
most certainly produce more
useful data than that obtain-
ed by a trip behind tre Iron
Curtain.
However, my reservations
regarding he trip are not
really the point of this col-
umn. My point involves Cong-
ressman Scheuer’s expulsion,
and is this: If he had been
doing in the Soviet Union
what he was supposed to be
doing, he never would have
gotten thrown out. In other
words, if he had been study-
ing education, there would
have been no problem.
But the New York Cong-
ressman had more political
things on his mind than look-
ing at schools. He was more
concerned with other issues—
in particular, the rlight of
the Soviet J than he was
in the committee’s

business,
(I might note that I don’t dis-
agree with his interest in the
Jewish problem in Russia, be-
cause I have co-sponsored leg-
islation deploring the treat-
ment of Soviet Jews. What I
do question is his conduct on
an official visit.)
It seems to me that those
who decide to use taxpayers’
funds to take official trips a-
broad have a special obliga-
tion to ¢onduc hemslvs above
reproach, but most of all to
concentrate on the business
that the taxpayers are paying
for. It is not right to ask the
American taxpayer to dig a
little deeper into his pocket
