This week the Supree
Court handed down its decis-

ion on 1 egislative reappor-
tionment. This has been a
very knotty and complex
problem and I'm glad to have
it now settled. Both parties
worked out a bi-partisan plan
for Lancaster County and by
this plan has-been followed.
We had -‘hopel that it would
be necessary to part of. the
county in with Lebanon
County, not because of any
antagonism toward our neigh
bor, but because our popula-
tion fit very neatly into the,
guideline for a five district
county. However, as in so
many things in politics, the
local situation had to give a
bit in order to work out a
state-wide plan. As a result,
| Elizabeth & Warwick Town-
| ships and the borough of Lit-
itz are included in a district
with part of Lebanon Coun-
ty.
Lebanon County was the
main problem in reapportion-
ing this part of Pennsylvania
Its population is too large for
only one district and not
on County and another seat
for the remaining portion of
Lebanon County and part of
an adjoining county. Leban-
on and Lancaster Counties
‘have many things in common
and a joinder
these two counties into a dis-
of parts of
trict makes a certain amount
of sense. It shouldn’t be dif-
ficult for one man to ade-
quately represent the inter-
ests of both counties since
they have so much in com-
mon. Geven their ideal
choice I believe both coun-
ties would prefer to have all
their districts completely
within their individual moun-
dary lines, however this has
turned out to be impossible
under the guidelines agreed
upon. and with this in mind
the final plan is one we can
all live with.
As far as Lancaster County
is concerned, the major
, change brought about by the
new plan is the division of
the county into five separate
districts. Up until now the
county was divided into two
districts, one included the
City of Lancaster and the
other the county. This meant
that all four of the county
legislators ran at large and
represented the tntire county
exclusive of the city. Under
the new plan each one of us
now runs from a separate
district within the county.
My district is No. 98 and in-
cludes the Boroughs of Col-
umbia, Mountville, Marietta,
Mount Joy, Elizabethtown,
Manheim and all the town-
ships in between. I frankly
like new method. Each one
of us is most familiar with
the area in which he lives
and I believe each district
should get better representa-
tion with one man exclusive-
ly responsible for a separate
area. 1 certainly know more
about the problems of the
northwestern end of the
areas and I'm sure the same
is true of the other legislators
in regards the areas in which
they live.

school parents’ organization,
the school board and the bor-
ough council are slated to
have a joint meeting shortly.

Borough workmen have
been battling snow for two
weeks and have been obliged
to neglect collection of trash
and garbage. However, the
crew attempted this week to
get back on schedule.

It’s a shame that it takes
a big snow storm to bring
out displays of courtesy and
consideration. Usually, mo-
torists appear rude and ugly
but the past week almost ev-
ery driver has become a
“gentleman.”

One-way traffic through
snow drifts causes drivers to
stop, back up, crowd over
and do almost ‘anything to be
cooperative and helpful to
his brother motorist.

Too bad it won’t last.
The way so many people
| responded to the snow emer-
gency was wonderful. The
! displays of willingness to do
even more than necessary to
help and to accomplish the
needed tasks has been simply
marvelous.

For instance, the mail men
e milk men. the paper boys
oil deliverymen, coal

and light men, police, fire-
men and manv other went
“extra miles” to do their iobs
and to keep people supplied,
safe, warm, and comfortable.
