THE BULLFTIN, MOUNT JOY, PA. \What Is Best School Board Size? How large should a school board be? Probably no one knows for whatever it is today is probably what it will not be tomorrow! For several years Donegal schools have been working slowly but systematically and surely from a big number to a small number, At least that is the trend which was followed as Mt. Joy and Marietta boroughs and Mount Joy and East Donegal townships first form- ed a jointure and then a un- jon for school purposes. From a board of about 20 Entered as the post office at Mount Joy, Penna., as sec : ; ’ members, that number has ond class mail under the Act of March 3, 1879. now. been cul to seven. , But, on July 1, 1966, the ——— Letters fo the Editor... board will be increased to nine. Yes, nine. And, there is US.MAIL an outside chance that the number might go as high as fifteen. This is what is happening. And, Donegal is right in the middle of this teeter totter situation. =. — = After reaching its lowest February 19, 1965 ties. But, in the meantime, there is a bill in the Legislature which, if it passes, will jump that num- Sincerely, ber to 16. : In the meantime, before Thos. F. Lehmier July 1, 1966, the Donegal Scout Executive Union school district — as will all other districts—will be dissolved and reformed as the Donegal School district, The change will be simply the omission of the word UNION. In like manner all districts will lose such names as Union, Jointure, etc. This is supposed to straighten out and simplify the record keep- ing. And, it is strange to note that men’s ideas about the size of the local school board change. When Donegal had a big board, there was an air of expectancy as the number dwindled and dwindled and approached the low tide in membership. It was felt that the board would be less un- wieldy, that it would be eas- jer to make decisions and that action might be speeded as fewer people were in- volved in the finding of a corporate mind. However, with a smaller membership, board members find that they have more and more work to do as individ- vals. There are not fewer decisions to be made, no less homework to be done before these decisions can be reached and instead of fewer meetings on school business, each member now attends more meetings. Broad investigations into various problems still are made by committees, but each member is now work- ing on more problems until WEDNESDAY, FEBRUARY 24, 1965 ny the opinion was expressed with some nostalgia in the school board meeting no |g. ter than last week that there were ‘‘some virtues” in ga larger board. These dedicated and con. scientious men can see the virtue of “making haste slowly.” A larger board has that built-in precaution a- gainst too-quick decisions. More people require more time to present their ideas and to reach agreement, At any rate, Donegal will have two more members within a relatively few months. The new members will be appointed by the present board in the same manner as if there had been a vacancy. Then, as regular elections follow, members will be el- ected according to a some- what complicated “district- ing” arrangement, yet to be hammered out on the local basis. The rule calls for nine areas, each represented by a school director. These dis- tricts are to be formed in such a way that each area will have a population as nearly even to the others as possible, while following certain corporation bound- ries.
