The ordinance passed ui- animously on call vote, Mayor Frank Walter and Ask Parking Meter Relief A proposal to remove or to “hood” Mount Joy's parking meters fell on a stony and thorn-choked field Monday night at the October meeting of Borough Council. Two petitions—one signed by more than 30 businessmen merchants and professional people and one by more than 300 ‘‘citizens and shoppers’ of Mount Joy—were present- ed by the ‘Retail Merchants Division of the Chamber of Commerce. Floyd Bowden, chairman of the division, presented the petitions, asking council to substitute a two-hour park- ing limit for the meters and said that merchants feel that the business climate in the borough can be improved if the meters are removed. He was backed by attend- ance of about a dozen local merchants. Councilman James Spang- ler volunteered to state the Council’s position. He said, as he has on numerous occas- ions, that the meters are in Mount Joy to raise money to pay the borough’s bills. He claimed that the meters “take Patronize Our Advertisers in” about $8,000 per year. That amount, he said, is equal to a tax rate of about 3% mills. Council took no action but said that it would ‘‘consider’ the matter. The consideration is anticipated at an “inform- al” council meeting to which the public is not invited. At the non-public meeting, too, the Counrcil plans to consider whether and when to have its solicitor attend its regular meetings. Council took a position of “go slow,” “wait until after the first of the year,” and “we will try to handle it by budget time.” Gary Ellis Gives Opening Talk Gary Ellis, Mount Joy RI, administrative officer for the Pennsylvania Bureau of Mental Hospital Services, gave the opening address for the annual meeting of direct- ors of nursing and nursing education at all state mental hospitals and schools, held October 3 - 4 at the Excel- lent Inn, Harrisburg. Pennsylvania has only 42 per cent of the quota of nur- ses in state mental hospitals that is recommended by the American Psychiatric associ- ation, according to Ellis, and there are only 925 psychia- tric nurses in the 18 Pennsyl- vania mental hospitals, The recommended figure would be 2,212. Progress has been made, Ellis said, but we shou'd con- sider not so much “how far we have come, but how far we have yet to go.” BUS TRIP Past presidents of the Mt. Joy Lions club sponsored a bus trip to Allenberry Friday Sept. 20.
