Such top legislative pieces as the sales tax increased pay for Pennsyl- vania'’s school teachers, creased pay for state offici- als, lawmakers themselves and judges, widening the scope of the dollar flood disaster coverage program - all of those and a host of other controversial items headed into conference committees. One by one the 1¥wmakers passed the measures to grind out the dying days of the abortive and record-long '55 session. Increasingly, Governor Lea- der at his last press confer- ence, when asked again what he would do about the teach- er pay increase bill told the newsmen he still was unde- cided as to what his course of action would ultimately be. As for signing or not sign- ing the measure, he would only say: “At this point I can’t whether I will or Whethar won't. The whole thing still somewhat fluid.” On the general appropria- tion bill - covering normal operating expenses of state government - which the Leg- islature cut. when asked how it looked to him, the Gover- nor replied: “It looks disastrous for of the departments.” On the worn out sales tax issue, when asked by a re- porter whether he would be satisfied with an extension of the tax stamp deadline to January 1, 1957 rather than the July 1 date as originally proposed, the Governor peer- ed owlishly through his glas- ses and quipped: “I'll never be satisfied with the tax stamp plan as far as I'm concerned if they set it back to the year 2000.” some "As - the 1955 Legislature was going into it’s folding up ‘convulsion, a newsman asked him whether there was any possibility of a special session being called in De- cember this year to knock out- the sales tax if Demo- crats in November gain con- trol of both houses. This apparently caught the Governor off guard as he thought for a moment before replving: “1 don’t feel . I'm. in very good, position to discuss that right now. I'll cross that when I get there - if I last that long!” The consensus of opinion among observers® here on Capitol Hill was that with the determined opposition the present Democratic ad- ministration has to the sales tax - a special session in De- cember not too far fetched after all, should Democrats win both the House and Sen- ate in November!
