ROUND-UP
By Pennsylvania News Service
Harrisburg Pennsylvania’
Legislature, in somewhat of a
semi-Baster recess this week,
clipped through two days of
‘consent’ calendars taking up
only non-controversial legisla-
tive matters pending a return
next week to an expected four
days of full sessioning.
Lawmakers are still tangled
over proposed amendments to
the new three per cent sales
tax with bipartisan agreement
largely hung up over the Gov-
ernor's veto of the $50 million
capital stock tax acceleration
bill.
Sine die adjournment of the
legislative branch is still hope-
fully targeted for mid-April,
although it is generally agreed
that unless there is some speedy
agreement on pending legisla-
tive matters the target date
will fall flat.
Back to the tax front, the

MOUNT JOY, PENNA.
| THE BULLETIN. Mount Joy, Pa.
7
Thursday, March 29
administration has moved ex
tremely slowly in getting sales
tax uncertainties cleared up,
but again this has been due,
legislative leaders say, to the
fact that legislative action is
needed to clear up many of the
points in question.
However others insist that
many clarifications can be made
without awaiting legislative ac
tion and can be handled mere
ly through administrative pro-
cedures. Meanwhile the date of
July 1 when the stamp phase _
of the sales tax plan goes into
effect moves closer and closer.
In other actions of the Legis
lature, Senate , approval has
been given the administration's
sharply scaled down $5 million
Industrial Development Auth-
ority program in a move replac
ing an earlier administration-
sponsored $60 million plan.
The bill is designed to help lo-
cal development agencies en-
tice new industries.
Languishing before the Sen-
ate this week is a House-ap-|
proved bill that would up the
salaries of state offjcials, judg- Main & Vine
es and members of the Legisla-|
ture - the latter enjoying a pay
hike of from $3000 to $9000.
Struggling thru the House,
after being favorably reported
out of committee is a teacher
pay bill that would grant a'
$300 increase over a two year,
be on top of the $200 annual]
increment already mandated.
And also on its way through
Legislature finally is a bill that!
would provide payment of a
veterans bonus to servicemen
on duty during the Korean cri-
sis. The measure however re-|
quires approval by this and the!
1957 Legislature and finally the
voters of the state before be-
coming final.
A few new bills were intro-
duced, including those which
would:
Outhorize an increase in fees
to be received by prothonotar-
ies in counties of the third to
eighth class;
Extend voting rights to bed-
ridden of incapacitated war
veterans resulting from mili-
tary service;
Increase compensation of
election officers in third to
eighth class counties.
