EDITORIAL RECIPE FOR HIGH TAXES The notion is general that any- thing can be got through the gov- ernment. And along with this runs the fallacious idea that what the government does for a group or a locality costs nothing. The government reaches down into the pockets of the people and takes out the money to do the job the people, or a part of the people, want to put upon the government. The money difference between good times and bad times is only a small fraction of the total trade of a community. The best way to keep employment normal is to have necessary work done when activity slows up. This is a matter for the individ- ual. And if each of us is determin- ed to do our part we are likely to keep a pretty level employment situation. PROSPERITY IS RETURNING The prospects for business re- vival are encouraging. It is recog- nized everywhere that the past two weeks has had a good effect on business. Capital is being slowly released and employment is gradu- ally increasing. Normal business conditions are returning gradually. They will come slowly as the de- pression came. By early fall, every indication points, there will be much improvement in the general business conditions, A year ago the stock markets were a cheap factor in business. The whole country were engaged in activities that were little of gambling. The volume of trading today shows that the lic has deserted a game at which it was decisively beaten. Instead money is being used in legitimate business, and the latter will shortly show the effects of such constructive effort. The coun- try’s prosperity is being rebuilt. When the project is undertaken seriously it is only a short time un- til results become apparent in the reduction of unemployment and a more healthy tone in all kinds of useful commerce. VICIOUS ANIMALS ARE A MENANCE We cannot understand the point of view of the good citizen who will keep on his premises a vicious animal to menance the persons, and even possibly the lives, of others, We say “good citizens” ad- visedly,. We know there are per- fectly fine people, good neighbors and friends, who do that very thing. Any person proceeding a- bout his business in a public place, or entering upon the property of others for legitimate purposes, should not be subjected to the at- tack from an ugly dog. No owner thinks his dog is vicious, that is a condition to be recognized. The real dog lover, while willing to con- sider complaints regarding his children, is sure his dog has a per- fect disposition. He believes that in the face of evidence. We are all familiar with the old speech of Senator George West of Missouri who described the dog as man’s most faithful friend. That is more or less true.
