There were then about 25 or 30 leading an- archists in the central group, and prob- ably 3,000 to 5,000 in the city. “Something will have to be done to the anarchists. Of course, after the lamentable death of Presi- dent McKinley, the question of an- archy will assume a paramount place in the discussions of the prison con- gress.” Both Mr. Drake and Maj. Me- Claughry were vehement in their as- persions against anarchists. They said the sessions of the Kansas City prison congress might evolve a plan that would be practicable to handle these enemies of society. Atall events, the deliberations of the congress will have much weight in the earnest dis- cussion of the matter, and inasmuch as this will be the first formal body of its kind to take the matter up, it can readily be foreseen that its delibera- tions and conclusions will attraet world wide attention. About 300 delegates from penal and geformatory institutions all over the country will attend the congress. Many others who are interested in prison reform, in the subject of an- archy and like questions, are also ex- pected to be present. The congress will convene on Saturday, November 8, and will last until the following Wednesday. Mr. Drake and Maj. McClaughry said that probably one question to be con- sidered was that of admitting news- papers into jails and penitentiaries. Zleretofore they have been rigidly ex- cluded, except in those instances where they were admitted after they had been “expurgated” of all eriminal news. The idea is growing steadily to let prisoners have the papers. The “lock step” will also be considered. In discussing the president’s death, Maj. Mc€laughry said he had observed that eastern newspapers had sug- gested that Senator Wellington, of Maryland, should be impeached for his unfortunate remarks about the presi dent. Maj. McClaughry suggests that the senator be ostracized by his col- leagues.
