street maintenance and
reconstruction and for storm
sewer construction and

percentage of the state
liquid fuels tax. Wage and
property tax incomes pay for
salaries and for the
day-to-day business of
running local government.
What problems does a
medium-size borough such
as Mount Joy have? ‘‘Road
and street maintenance take
a lot of our time and
budget,” Hamer states.
‘‘But storm water runoff is
one of our biggest problems.
Almost all of our complaints
from residents concern that
problem.”’
Is it too soon for him to
see any possible changes
which could be made to
better Mount Joy Borough
management? ‘‘I've just
talked recently with the
borough council about
that,” Hamer says care-
fully. ‘““We need to imple-
ment our storm runoff with
storm sewers. But, more
importantly, we lack com-
prehensive short- and long-
range plans. I'd like to see
that remedied.”
What advice would he
give a young man or woman
thinking about going into
town or borough manage-
ment? ‘‘Take undergrad-
uate work in government
and government administra-
tion,” Hamer suggests.
“Then get into the field,
work at it for awhile. Find
out if you like it. Then go for
any graduate degrees you
may need to advance. And
remember: local govern-
ment administration is 2
public service job. So the
rewards come from getting
the job done right. They're
not necessarily just mone-
tary rewards.”
And what does a young
borough manager do for
relaxation on weekends and
during the three or four
evenings a week he doesn’t
attend work-oriented meet-
ings? Would you believe
that Bruce Hamer is a
dedicated drummer who has
played professionally with a
dance band that specializes
in Polish music and has per-
formed as far away as Texas
and for a President of the
U.S.? His face lighting up
with obvious pleasure.
Lumberjacks to convene here
for competitions & festivities

Friday the 7th. All cakes
become the property of the
crew.
At 8:00 PM on Friday,
Red Taylor and Toppers of
Adams County, PA will
provide great square dance
music. This is free. A
macadam area is available
for the dancing.
Saturday, September
8th’s events start at 8:00 in
the morning, when the crew
auxiliary will serve break-
fast until the amatuer
woodsmen’s competition
starts at 10:00 AM. The
rides and carnival will be
open throughout the day on
Saturday so the kiddies can
ride to their hearts’ content.
(There will also be a
children’s petting zoo,
operated by the FFA club
for the tots.)
The Northeastern U.S.
Woodsmen Championship
will get underway at 1:30
with a total of twelve events.
$1000 in prize money will be
given away in the profes-
sional division.
At 5:00 PM a wood hick
costume contest will be
held. The person with the
best 1800’s lumbering era
outfit will get a trophy.
At 5:30 the Falling Stars
Parachute Team will jump
from 9000 feet and land in
the competition area.
At 6:30 ‘The New Life,”
a fast-rising gospel quartet,
will put on a two-hour show.
Shorty Long and the Santa
Fe Rangers, along with two
superstars and Miss Dolly,
will present their 50th year
show.
Rain date for . the
Woodsmen’s Festival is
September 14 and 15. To get
there, get off the Rheems-
E-town exit of Rte. 283
(Cloverleaf Road) and go
north 1%2 miles. There will
be plenty of parking.
Camping is available for
self-contained units only.
Bring lawn chairs.

to hold picnic on Sunday July 15
All members of May-
town-E. Donegal Fire Co.
are invited to attend the
family picnic being planned
for Sunday July 15th.
Location will be at town
Park, at the old Legion
building. Time: 11AM til ?.
Featured in the afternoon
will be a softball game
between Maytown Fire Co.
members and firemen from
Florin Fire Co. Game time:
2PM.
There will also be games
for children and adults.

Shaffner reported 9 emer-
gency fire calls for the
month of June.
Emergency calls were: 4
calls to Donegal Conoy
Health Center, Malfunction
of Auto. Fire Alarm System;
3, assist calls to Marietta
Fire Co.; 1 assist call to
Bainbridge for a barn fire;
and 1 vehicle accident at Rt.
141 and Colebrook Rd.
In addition, Chief Shaff-
ner also reported 4 Public
Service Calls, and 3 training
sessions. A total of 15
Maytown Fire Police res-
ponded to the 9 Emergency,
Deb Smeal at 426-2108 for a
list of items still needed for
the picnic. Bring lawn chairs
and enjoy the fun-filled day
being planned by the
organizations of the May-
town-E. Donegal Twp. Fire
Co.
Calls and 1 training session.
For the 6 month period—
Jan. 1 to July 1, 1979,
Maytown Fire Co. has
responded to a total of 49
emergency calls, 13 public
service calls, 3 controlled
burnings, 6 work details,
and 17 Monday night

| New boro manager has broad background
Hamer talks more about his
music: ‘‘Before coming to
Lancaster County, I played
with two dance bands at
different times. We played
in New York state and New
Jersey, as well a locally, and
we even cut a polka
recording one time. We use
the old-time concertina, an
instrument similar to an
accordian, in our bands, and
I own two of them.”’
He's also taught drums
part-time in the past and is
considering taking on a few
students here in the Fall. He
and his wife like to travel,
visiting historical sites
whereever they go, and he
spends much time reading,
mostly technical periodicals
concerning his field of work.
