through the area, making it
a good spot for commercial
zoning.
Council president
Ricedorf said that, if the
zoning change were to be
approved, the developers
shouldn’t take that as a
promise that the develop-
ment would be allowed.
The developers’ spokesman
replied that his party would
be reluctant to spend
thousands of dollars to
draw up complete plans if
the land weren’t already
zoned residential.
At an impasse, Council
took no action. Both zoning
amendments must be acted
on within 60 days.
The Public Hour followed
the zoning discussion.
Art Sholly, a garage
owner, asked council to
clarify the term ‘‘approved
storage garage’’ used in
the new snow emergency
route ordinance. (Under the
new law, cars which are
not equipped with chains or
snow tires that gets stuck
on Main Street during an
official snow emergency
will be towed away at the
owner's expense.)
Mr. Sholly wants to tow
cars that get stuck, in
addition to towing wrecked
cars, as he has been doing.
He wanted a definition for
this reason. He also asked
council about the insurance
provision of the new
ordinance, which is also
vaguely worded.
The discussion went on
for some time, with a bit of
confusion at times over
what was being discussed.
Questions were raised
about zoning for such a
car storage compound, its
construction, whether or
not it would be in the
floodplain, and who should
decide if it could be. built.
Eventually, it was decid-
ed that the state law
governing such things
would be looked up by
Chief Kline, and the
Council would consult their"
solicitor.
Sharon Brown asked
about abandoned vehicles,
and Councilman Zeller said
that the borough had
gotten a pretty good
response to the clean-up
campaign. He said there
would probably be one or
two junk cars owners who
wouldn’t cooperate.
A group of Donegal High
School students had been,
sitting in on the meeting,
but none of them spoke up
during the Public Hour,
despite an invitation to do
so from president Ricedorf.
After a couple of hours
they all got up and left.
