[Continued from page 2] Mayor Gingrich recom- mended Earl Kean of Eliza- bethtown as a part-time policeman. The mayor said that Kean is a police science major at York College, comes from a family of policemen, and is willing to take the required 180 hours of police training on his own time. Kean was later approved. A letter of resignation from Joe Bateman was read, effective January 2nd. A motion to accept the resignation was defeated, however. The reason was that Council felt there might be an implication of conflict of interest under the new state law governing elected and appointed borough officials. After deciding that they had the power to do so, Council approved a motion to accept Mr. Bateman’s resignation effective December 31st. Albert Kleiner was voted in as acting borough manager, and took his place at the table. Mindy Liggins, who works in the borough office, was named acting zoning officer. (Mr. Bateman had held this position as well.) The hiring of Gary Gallagher as a full-time police officer, replacing Dale Good, was approved. Councilman Zeller, whose committee picked Mr. Gallagher, said, ‘‘He’s the only one [who applied] that’s really qualified.”’ No other applicant, Zeller said, had experience as a working policeman. It was decided to buy a new police cruiser, a full sized Ford LTD II, for $5715.49. It is a standard police-modified car with two options: a larger engine and a rear window defroster. A letter from the Merchants Association was sent to council. It concern- ed the parking area behind Sloan’s Pharmacy. No action was taken. The matter will be studied. Council spent some time discussing how the borough could get a bigger slice of the Community Develop- ment Funding pie this year.
