Main St., Mount Joy Council had been show- ing some signs of irritation at the man’s sometimes heated complaints, which he has voiced at all recent council meetings. ““Junk’’ cars? A man who lives next to a garage asked council to do something about the autos on the the garage lot. He said the cars have no tags or current inspection stickers and are legally abandoned. He complained that three or four cars had been sitting, unworked on, for up to six months, and that one did not have an engine. Council seemed reluctant to enforce the ordinance in ‘his case, because the cars were at a garage and not a residence. Chief of Police Kline said that he under- stood that the car without an engine was waiting for a new engine to arrive. Joe Bateman said that no storage permit had been applied for. President Ricedorf re- ferred the matter to com- mittee for study. Letters of thanks Mr. Bateman said he had received two letters from Delta Street residents thanking council for the good job they did in fixing up the drainage problem Moran resigns Patrick T. Moran resign- ed from the Board of Health. Speed limit change nixed The borough’s request for a reduced speed limit on a stretch of Manheim Street was rejected by PennDOT after a traffic study. Council had asked for a 25 mile limit instead of 30. Good to be replaced The resignation of police officer Good last month brought up the question of replacing him: the question was whether S, or only 4, police are needed in the borough. Chief Kline said that without a fifth patrolman, night police protection is impossible, because two men are needed during the day. Councilman Fitzkee not- ed that Mount Joy ‘‘isn’t getting. any smaller,” and said, ‘“We can’t go back- wards.”” Kline told the council that the number of police calls is going up all the time, because more people move in each year. Mr. Bateman said that 80 new residential units have been occupied in the borough since last January. Councilman Groff men- tioned that perhaps ‘‘we’d better take a good hard look at this growth’ if it is November 15, 1978 going to cost in terms of services. It was decided to hire another officer. A civil service test will be given on Friday the 24th, and the three high scorers will be interviewed. Budget The first draft of next year’s budget was discuss- ed. The budget will need some work, because it now shows a deficit of $70,000.
